Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13 (not to exceed $100,000). This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quotes (RFQ) number is NRMJ20706186KAR. The proposed procurement is a Small Business set aside. NAICS Code: 334515. Small Business Size Standard: 500 Employees. The U. S. Department of Commerce, National Oceanic Atmospheric Administration (NOAA) requires a High Voltage Power Supply and Modulator (HVPSM) for use with a W-band (94.56 GHz) Klystron Amplifier (provided by NOAA). These parts when integrated together will be the transmitter for a phase-coherent pulsed Doppler cloud radar system used for shipboard and airborne climate studies. NOAA wishes to develop the transmitter using the HVPSM procured through this action and will provide all the RF electronic components to assemble and test the unit. The operating characteristics outlined in section III describe the performance when the HVPSM is connected to the klystron amplifier and they are operated together. NOAA will assemble the RF electronics and assist with the testing of the HVPSM under guidelines set forth by the supplier at a site convenient to NOAA and the supplier. Offerors shall submit a price for a HVPSM along with a delivery schedule and warranty period. Please see attachments 1 and 2 for technical specifications. Technical questions must be submitted in writing to the Contracting Officer by fax or by email. You may submit your quote by email, fax, or by mail. Quotes must be received on or before close of business February 21, 2007. Please include delivery schedule, business size, and Dun and Bradstreet Number. Vendors must also be registered with the Central Contractor Registry (CCR) at www.ccr.gov. The following provisions and clauses shall apply to this solicitation: 1) FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition and there is no addenda to this provision; 2) FAR 52.212-2, Evaluation - Commercial Items - The government will award a fixed price purchase order resulting from this solicitation to the responsible offeror whose offer is technically acceptable and lowest priced; 3) FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - Offerors must include a completed copy of Offeror Representations and Certifications along with the offer; 4) FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition and there are no addenda to this provision; 5) FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition.
