- Description
- One bottom trawl vessel is required in order for NOAA scientists to conduct a crab/groundfish survey in 2007 in the eastern Bering Sea for 55 days with an option for the government to extend the number of days up to an additional 10 days. The vessel will pair up with another vessel already under contract. The survey will consist of 30 minute tows on a 20 x 20 nm grid beginning in inner Bristol Bay and each vessel working on alternate columns of north-south stations with the other vessel, westward to the shelf edge. Each vessel will complete approximate 200 tows as part of the standard survey. At the conclusion of each tow, the catch will be sorted, counted, weighed, and sampled for length frequency measurements and biological samples of key groundfish and crabs. Catches over approximately 1,200 kg will usually be sub-sampled in a deck bin(s). Daily routine will consist of making approximately 4-6 tows depending on weather and work progress. The vessel and crew requirements for the charter are: (1) minimum overall length of 36.5m (120 feet), (2) minimum main engine continuous horsepower of 850 or a demonstrable capability of towing a 25.3/34.1 m (83/112 ft.) (or comparable) trawl along the seabed at a continuous speed of no more or less than 5.6 km/hr (3 kts) under normally expected fishing conditions and a demonstrable capability to maintain a speed of at least 18.7 km/hr (10 kts) cruising speed in reasonable seas. Vessel shall have sufficient fuel holding capacity to conduct survey operations for at least 4 weeks with refueling. (3) completely rigged and ready to fish, including the following: a. commercial scale trawl rigging, b. two net reels each with capacity for a 25.3/34.1 m (83/112 ft.) bottom trawl, c. split trawl winches with a minimum of 548.6 m (300 fm) of 2.53 cm (1 in.) diameter steel core trawl cable in good condition on each drum, and d. trawl cable runs must be directly from the winches to the gallows trawl blocks. Accommodations for a scientific part of up to 6 persons will be required. Period of Performance: The term for the base year charter will be 55 days, with an option for up to 10 additional days, starting on or about June 1, 2007, starting and ending in Dutch Harbor, Alaska. The contract will include options for two additional charters in June 2008 and June 2009 for the same duration. The NAICS Code 532411 applies to this project; the size is $6.5M. A Request for Proposal (RFP) solicitation will be available on or about March 5, 2007, through this website. No paper copies of the solicitation will be issued. No telephone, facsimile, or written requests will be accepted. It is incumbent upon interested parties to register at the solicitation's site for notification and to review the site frequently for any updates/amendments to any and all documents. Technical questions regarding this solicitation should be addressed to Sharon.S.Kent@noaa.gov. This procurement a 100% Small Business Set-Aside.
