Description
The National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) plans to procure consulting services to assess the effectiveness of the current organizational structure of NIDDK?s Administrative Management Branch (AMB). This should be accomplished by benchmarking of other National Institutes of Health (NIH) Offices and/or sister agencies within the Department of Health and Human Services (DHHS) or other top-performing federal agencies. Recommendations shall be based on this assessment and may include best practices from private industry and/or the public sector. The contractor shall assess the mission of NIDDK?s AMB and ensure that the mission encompasses the needs of the Institute at large and is aligned with the NIDDK, NIH, and DHHS mission statements. This task shall be accomplished by interviewing key employees within the AMB, Extramural Administrative Management Branch, as well as customers. Contractor shall assess the current and 5-year forecasted workload of the AMB. This task shall be accomplished by interviewing key management and program personnel within the Institute. Contractor shall identify performance indicators for administrative services and establish metrics for measuring and assessing the current and future performance of administrative services. Contractor shall provide verification of their core competencies used in the identification and establishment of performance indicators within organizations. Contractor shall assess the current communication flow among AMB staff by interviewing key management personnel within these functional areas. Contractor shall identify communication gaps and propose a plan that can be implemented to help mitigate the gaps and improve communication flow. Contractor shall assess the procurement processes within the AMB by interviewing key personnel and purchasing agent s. Contractor shall make recommendations based on the interview results that will improve processes. Recommendations should be based on survey results and benchmarking performed on similar organizations from within NIH. The solicitation will be issued on or about February 16, 2007, and offers will be tentatively due about 10 days after the solicitation release date. The acquisition will be conducted under the simplified acquisition procedures authorized in FAR Part 13. The acquisition will be set-aside for small businesses. The Standard Industrial Classification Code is 541611 and the business size standard is $6.0M.
