Description
The combined synopsis/ solicitationcontract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2001-27. This is set-aside for small businesses. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. The National Institutes of Health (NIH); National Institute of Allergy and Infectious Diseases (NIAID) intend to procure a Microbiology Technician. The incumbent shall have at least 4 years experience in the analysis of data from medical research studies and experience with PCR-based clinical microbiology assays is required. The person needs experience in working in clinical laboratories and in handling infectious clinical specimens. Excellent written, verbal, and interpersonal communication skills are required. Computer skills shall include extensive experience with SAS (for both data management and statistical analysis). The incumbent will assist investigators in the NIAID Intramural Research Program in the planning and analysis of clinical research studies under the supervision of the NIAID Program Director for The Clinical Center Pathology Laboratory. Duties include laboratory support for the NIAID/CCMD HIV/AIDS program. Responsibilities may include but are not limited to: setting up and routinely performing molecular tests for Pneumocystis pneumonia, tuberculosis, CMV, and EBV infection; Perform PCR on DNA samples from blood, lymph node biopsies, muscle biopsies, and other tissues as needed; Screen oral wash, sputum, or bronchoalveolar lavage samples; Develop assays to quantitate mitochondrial DNA in clinical samples. The period of performance will be for One Year, working a 40 hour week (except for holidays). The offeror must include a completed copy of the following provisions: 1) FAR Clause 52.212-1 Instructions to Offerors Commercial; 2) FAR Clause 52.212-2, Evaluation Commercial Items. As stated in FAR Clause 52.212-2(a), The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Evaluation, Price, and Past Performance; 3) FAR Clause 52.212-3, Offeror Representations and Certifications commercial Items; 4) FAR Clause 52.212-4, Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items, Contract Terms and Conditions Commercial Items; and 5) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items Deviation for Simplified Acquisitions. The offeror must include in their quotation, the unit price, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
