Description
THIS SOURCES SOUGHT NOTICE IS FOR MARKET RESEARCH ONLY. The Department of Homeland Security, Federal Emergency Management Agency, Mitigation Division, is seeking qualified Small Businesses to provide insurance services in support of the National Flood Insurance Program's Bureau and Statistical Servicing Agent. These services include financial and statistical reporting and analysis; actuarial analysis; underwriting, claims, training, and development of all program materials, manuals, bulletins and forms. The NAICS code for these services is 524292- Third Party Administration of Insurance and Pension Fund. To qualify as a small business under this NAICS code, your firm must have had an average of less than $6.5 million in annual receipts over each of the past three years. This sources sought notice is for information and planning purposes only. The government will not pay or otherwise reimburse respondents for information submitted. Based upon evaluation of responses received by the closing date, the government reserves the right to set-aside any and all procurements that may result hereunder for small or minority-owned businesses; or to open the follow-on solicitation to full and open competition. Minimum capabilities must include documented evidence of experience and expertise in all of the following areas: (1) Specialized, nationwide experience of firm and key personnel in property and casualty insurance servicing. (2) Demonstrated experience in all aspects of property and casualty insurance services, clearinghouse activities and program management: (a) Experience in the area of property and casualty claims adjustment, examination and re-inspection; (b) Experience in rating and underwriting property and casualty risks; (c) Experience in effectively communicating complex technical information to multiple audiences; d) Experience in successfully developing and delivering training materials to a diverse audience in a variety of media; e) Experience in successfully managing and controlling over $4 billion in premium income; f) Experience in managing a national call center. g) Experience in reviewing and developing appropriate responses to claims and underwriting inquiries; (3) Demonstrated capacity to accomplish the effort in the required time and ability to direct, manage, and control the entire project within cost and schedule. (4) Past Performance on contracts with government agencies and private industry in terms of: (a) Cost control; (b) Quality of work; (c) Compliance with performance schedule. (d) Submittals must include references? names, affiliations, and phone numbers. (5) Experience of firm and key personnel in the establishment and management of flood claims catastrophe offices. (6) Experience of firm and key personnel demonstrating the capability to maintain adequate product quality control of contract of comparable size. (7) Demonstrated ability to deliver timely and effective guidance and technical assistance. (8) Demonstrated ability to provide state-of-the-art technical training, guidance and advice to transform existing methodologies and processes, and to keep pace with industry best practices. (9) Experience of firm and key personnel in actuarial analyses and rate review.
