Description
This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-15 and DFARs Change Notice (DCN) 2007-01-22. Standard Industrial Classification (SIC) code is 3823 and the size standard is 500. NAICS is 334513. This acquisition is a 100% small business set aside. Simplified Acquisition Procedures (The award will be less than $100,000) will be followed. This purchase will be for quality control system for edge-lighted cockpit panels IAW with following specifications which require form, fit, & function to existing system: REQUIREMENTS FOR QUALITY CONTROL SYSTEM FOR EDGE-LIGHTED COCKPIT PANELS; The Instrumentation Division, Modification Branch has a need for a device that can quantitatively measure the brightness of illuminated indicia for edge-lighted cockpit control panels that may be fabricated locally for installation on USAF aircraft as part of a T-2 modification. Generally speaking, such a device is called a photometer. What follows is an itemized list of requirements. 1. The system shall be capable of measuring luminous intensity in units of foot-Lamberts (fL) or candelas per square meter (cd/m2) of any surface to verify that the light source meets certain requirements listed in Society of Automotive Engineers (SAE) Aerospace Standard AS7788. ? The measurement range shall be, at a minimum, from 0.15 fL (0.51 cd/m2) to 5.00 fL (17.13 cd/m2). ? The accuracy of the measured value shall be within 0.1 fL (.34 cd/m2) when the measured value is 2.0 fL (6.9 cd/m2) or less. ? The resolution of the system shall be such that it is capable of measuring the luminance of a spot no larger than 0.007 inches in diameter. 2. The system shall be capable of measuring the entire width of a standard cockpit control panel (5.75 inches) without repositioning any of the system components. 3. The system shall be capable of using optical character recognition or some equivalent to automatically detect the required measurement locations for character luminance in accordance with SAE AS778. 4. If the system uses a personal computer (PC), the PC need not be supplied by the vendor but the software required to interface the device to computer shall be supplied. The capability of interfacing with a PC is considered desirable. 5. The system shall be portable (battery operated), compact, and rugged enough so that, when used in conjunction with a laptop PC, it can be transported to an aircraft and operated in the cockpit, flight deck, or other crew station aboard the aircraft.
