DESCRIPTION: The Space and Missile Systems Center (SMC) Space Superiority Systems Wing (SYSW) is planning to extend the current contract FA8819-05-C-0001 with the Harris Corporation, from 1 May 2007 to 30 January 2008, for the Sustaining Engineering Contract Logistics Support of Counter Communications Systems (CCS) Tactical Multi-band SATCOM Antennas (TMSAs). The intent is to provide a sole source extension to Harris Corporation under the authority of 10 U.S.C. 2304(c)(1). This extension is a bridge to support the existing systems until the Consolidated Space Superiority Systems Sustainment Support Contract can be awarded on or around 1 February 2008. This new multi-year Consolidated Space Superiority Sustainment Support contract will support offensive counterspace (OCS), defensive counterspace (DCS), space situation awareness (SSA), and command and control (C2) systems. CCS will be one of the systems that will be supported under this new multi-year consolidated contract. For information on the Consolidated Space Superiority Systems Sustainment Support Contract please see the announcement dated 11 January 2007. Interested parties on the short term extension to the current contract FA8819-05-C-0001 can submit a written Statement of Capability (SOC) no longer than 10 pages and containing the following information: technical description of the offeror?s experience and knowledge of Air Force Space Command space control system design and production, description of facilities and equipment intended for use in support of this effort, proof of security clearances for government evaluation, and the information required by numbered note 25. Interested parties must have Department of Defense military system maintenance, development, or production experience and detailed knowledge of Air Force Space Command space control systems and their operations, and facilities to perform system maintenance. In addition, interested parties must be cleared to handle government equipment and information up to, and including TS/SCI/SAR and have personnel with current TS/SSBIs as well as a Top Secret ? SCI accredited SCIF. SOCs should be sent to SYSW/PK, Attn: Mr. Jack May, SY, 483 N. Aviation Blvd, El Segundo, CA 90245-2808, or e-mail to jack.may@losangeles.af.mil, and received by 4:00 p.m. on 12 February 2007. No contract award will be made on the basis of offers or proposals received in response to this notice. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
