Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The purpose of this requirement is to provide administrative, professional, and technical on-site support required to facilitate the overall training land management objectives of Fort Ca rson and the Pinon Canyon Maneuver Site. The objective of this task is the Integrated Training Area Management (ITAM) program which is responsible for the integrated and multi-disciplined management of Army training lands. Fort Carson is an Army installa tion of approximately 137,000 acres located in the foothills of the Rocky Mountains in Central Colorado. Pi?on Canyon Maneuver Site falls under the jurisdiction and control of the Fort Carson Garrison Command but lies approximately 150 miles south/southea st and consists of approximately 235,000 acres. In order to continue providing realistic training at these installations, it is necessary to manage the training land in a sustainable manner. The Integrated Training Area Management (ITAM) program is respons ible for the management of Army training lands. The ITAM program involves 4 primary functional areas: 1. The Land Rehabilitation and Maintenance Program (LRAM), which is a division of ITAM, manages any training land restoration done at Fort Carson or Pi?on Canyon. 2. The Range and Training Land Assessment Program (RTLA) which analyses land and vegetation conditions as well as trends in the relationship between training events and the condition of the lands. 3. The Training Requirements Integration (TRI) facilitates training land management decisions that meet both mission requirements and natural resource conservation objectives. 4. The Geospatial Information Systems Program (GIS) provides necessary geospatial and non-geospatial data to execute the ITAM, RTLP, and Sustainable Range Programs. The solicitation documents incorporate provisions, and c lauses that are those in effect through Federal Acquisition Circular Fac 2005-14, and DFARS Change Notice 20061219. This procurement is a 100% 8(a) Small Disadvantaged business set aside. The Small Business Size Standard is $6.5 Million, and the North Ame rican Industrial Classification Code (NAICS) is 541611. The Department of Labor Wage Determination number for this contract is: 05-2079 Rev(2) dated 12/11/06. Proposals must be received by this office NLT 1700hrs MST on 23 February 2007.
