Description
Small Business Sources Sought. This is a Sources Sought announcement only seeking small business responses in order to determine small business participation in the acquisition. The Army Capabilities Integration Center (ARCIC), Concepts Development & Experimentation Directorate (CDED), is conducting market research in order to assist the Joint & Army Concepts Division (JACD) in developing Army concepts and future capabilities for the Armys future Modular Force eight to twenty years into the future wi thin a concepts-to-capabilities framework. The contractor will be responsible for the research and development of selected Army concepts, concept capability plans, and capabilities required as established in the Army Concepts Strategy and the ARCIC Army Concept & Capability Developments Plan (AC2DP). The contractor must ensure that assigned Army concepts projects are appropriately linked to the Joint Operations Concepts (JOpsC), as established in CJCSI 3010.02B, Joint Operations Concept Development Proces s (JOpsC-DP). The contractor is responsible for supporting the development of assigned JOpsC concepts and ensuring that joint land operations envisioned for the next eight to twenty years, established in Army concepts, are adequately addressed in the JOpsC concepts. The contractor is responsible for developing assigned Army concepts using a problem  solution method. The concepts must identify military problems and propose solutions for new and innovative ways to conduct operations, going beyond merely im proving the ability to execute missions under existing standards of performance. The concepts must provide a visualization of future operations and describe how a commander, using military art and science, might employ capabilities necessary to meet future military challenges. The concepts will identify future required capabilities that may render previous ways of warfighting obsolete, and may significantly change the measures of success in military operations overall. The contractor is responsible for deve loping strategic communications initiatives that enable joint and Army experimentation of assigned Army concepts. The contractor will be assigned responsibilities for detailed support of initiatives for the integration of Army concept-based capabilities in to the appropriate capabilities integration and development systems (CIDS)  including Army CIDS and Joint CIDS and providing detailed support to specific Joint and Army experiment programs and venues as established in the AC2DP and the Joint Innovation Ex perimentation (JI&E) campaign plan (CPLAN). The NAICS code is 541710 with a size standard of 500 people. Your response shall include the following information: size of company (i.e. 8(a), HubZone, WOSB, SB, Veteran, SDB, Service Disabled Veteran Owned Small Business), number of employees, revenue fo r last three years, relevant past performance on same/similar work dating back five years, and your companys capability to do this type of work. Documentation of technical expertise must be presented in sufficient detail for the government to determine th at your company possesses the necessary functional area expertise and experience to compete for this acquisition.
