Description
The U.S. Army RDECOM AC-Natick Contracting Division, in support of the United States Special Operations Command (USSOCOM), has identified a need to procure Chemical/Biological (CB) protective overboots. The overboots are for use by USSOCOM personnel conducting missions where protection from liquid CB agents, industrial (POL) contaminants, high-friction tasks, and other environmental conditions is required. The overboot will be used with existing standard military footwear and used in conjunction wit h the All Purpose  Personal Protective Ensemble (AP-PPE) developed for use by USSOCOM personnel. The overboots must be lightweight, highly-durable, and have integrated chemical and biological liquid, aerosol, and vapor resistance, alone and exposed to PO Ls. The overboot shall be capable of being worn over existing combat boots, be fabricated in a subdued fabric color, and provide optimal traction. The soling system shall be designed for comfort and durability. It is expected that all materials used wil l hold up under the extreme conditions found in hot weather, temperate weather, mountainous operational environments as well as Garrison environments. Materials should be selected to provide CB protection and optimized personnel performance. The Government anticipates a Full and Open Competition acquisition. However, the Government reserves the right to change the solicitation procedures. The Government envisions awarding a single contract. However, the Government reserves the right to issue more than one contract, or none. If more than one contract is awarded the requirements will be divided (ratio to be determined) among successful offerors. The procurement will utilize Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. The Government anticipates issuing a two (2) year Firm Fixed Price (FFP) Indefinite Delivery/Inde finite Quantity (IDIQ) contract with a single ordering period. The contract will be awarded in response to the forthcoming Request for Proposals (RFP). The anticipated initial delivery will be for one thousand five hundred (1,500) pairs. The anticipated delivery schedule thereafter will be three thousand five hundred (3,500) pairs per month. Both the initial delivery and anticipated delivery schedule are subject to revision. The anticipated guaranteed minimum quantity is sixteen thousand eight hundred (16,800) pairs, and the anticipated maximum is twenty thousand (20,000) pairs. Both the anticipated guaranteed minimum and the maximum quantities are subject to revision. This pre-solicitation notice closes on 5 February 2007. It is anticipated that the Request for Proposals will be released on 6 February 2007. When released, the solicitation, including all amendments and applicable documents, will only be available in electronic medium at the U.S. Army RDECOM AC-Natick Contracting Division website (https://www3.natick.army.mil).
