- This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to identify potential offerors for N40085-R-2248, Subsurface Utility Locating and Marking, Marine Corps Air Station, Cherry Point, .and Outlying Fields, Atlantic Field, Bogue Field, and Oak Grove, North Carolina. This project is for detecting Underground Facilities/Utilities through the use of inductive or conductive equipment, and marking the surface of the ground to identify the existence and location of Underground Facilities/Utilities. Underground Facility is any item buried or placed below the surface of the ground for use in connection with the storage or conveyance of water, sewage, electronic communications, electric energy, petroleum products, gas, gaseous vapors, hazardous liquids or other substance, including but not limited to metal pipes, metal sewers, metal conduits, direct burial electrical cables, valves, line, wire, manholes, attachments and those parts of poles or anchors below ground, and all types of nonmetallic pipe and cables that have a locator tape installed and buried with them. This contract action is for services for which the Government intends to solicit and negotiate with contractors. The NAICS Code for this procurement is 541370, Surveying and Mapping (except Geophysical) Services and the annual size standard is $4,500,000.00. This is a 100% Small Disadvantage Business Set-Aside. The Government will only accept and give fair consideration to Small Disadvantage Businesses. The contract term will be an Indefinite Delivery Indefinite Quantity contract with a base period of one year plus four option years. Only the base period of the contract will offer a minimum guarantee. The total term of the contract, including all options, will not exceed 60 months. If the Government does not award a follow-on contract in time, the Government many require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause. In either case, the Government will not synopsize the options when exercised. This contract will replace a contract for similar services awarded in 2003 for $26,250.00. No notice of solicitation activity will be provided to interested offerors. Interest parties should respond no later than 28 February 2007.
