Description
NAICS Code: 511210 The U.S. Environmental Protection Agency's Office of Prevention, Pesticides and Toxic Substances (OPPTS) in the Office of Pesticides Program (OPP), Health Effects Division (HED) is planning to award a Sole Source contract to procure technical support and model enhancement support for the existing program Calendex-FCID and DEEM-FCID Dietary Exposure Software (both of which Durango, LLC owns all rights) in accordance with FAR 6.302-1 to Durango Software LLC. The NAICS code is 511210. Durango Software LLC is the only vendor having access to the source code that is needed to perform the functions of the DEEM and Calendex software. OPP uses the Calendex-FCID and DEEM-FCID dietary exposure software as an integral tool to conduct its risk assessment activities, both for day to day, "production", regulatory actions and for special in-depth and complex exposure analyses. Technical support from Durango Software, LLC is needed so that timely support can be given to EPA on technical questions concerning the use of Calendex-FCID and DEEM-FCID for the regulation of pesticides. Specific tasks will include on-site consultations and training as well as telephone and email communications with the contractor. Inquiries from EPA may involve technical issues such as clarification of program functions, development of input data and the interpretation of program reports and applications. In order to meet future regulatory needs, EPA will require the code for the most recent version of Calendex-FCID and DEEM-FCID to enhance and/or expand its functionality. The period of performance will be one base year and four option period years, beginning on or about April 1, 2007. The Environmental Protection Agency intends to award a level of effort contract not to exceed $375,000.00 to a responsible offeror. The solicitation will be issued in approximately 30 - 45 days. The U.S. Environmental Protection Agency has only one known source for this procurement. If there are any other potential sources, submit your capability statement to the U.S. Environmental Protection Agency 1200 Pennsylvania Avenue, N.W. Mail Code 3803R Washington, D.C. 20460. Attn: David Fuller no later than 3:00 PM EST February 15,2007. The primary point of contact for this action is David Fuller, Placement Contracting Officer and Cara Lynch, Contract Specialist, who may be reached at fuller.david@epa.gov and/or lynch.cara@epa.gov.
