Description
This solicitation is being issued as a result of The General Services Administrations completion an Administrative Support Function (ASF) competitive sourcing study under OMBs Circular A-76 for the Public Buildings Service work performed in the Central Office. Competitive Sourcing, or the OMB A-76 review process, is part of the Presidents Management Agenda. The process allows an agency to develop a proposal known as the Most Efficient Organization (MEO), which is compared against a theoretical cost of contractor performance known as the Estimated Contract Price. The result of this competition will allow us to manage administrative support activities more effectively, as well as ensure that the government and taxpayer alike are getting the most for their money. The Requirement Document (RD) for this study identified 29 full-time equivalent (FTE) positions whose work was captured in the RD. Of the 29 positions, 11 were government and 18 were contractors. On September 8, 2006 it was announced that the Agency Provider Most Efficient Organization (MEO) was the performance decision. The MEO will require 8 Government FTE and 14 contract administrative support positions. By April 2, 2007 the MEO must be in place. As a result of the MEO being the performance decision of the study, all GSA Central Office's Administrative Support Function contracts will not exercise options to exceed March 30, 2007, so that the MEO may be implemented by the deadline. GSA, Central Office seeks to establish a single award indefinite delivery/indefinite quantity (ID/IQ) contract vehicle, thru this solicitation, to satisfy the administrative requirements under the MEO. The cut off date for questions concerning the solicitation will be February 8, 2007, by 12:00 PM EST and shall be submitted to aliza.brown@gsa.gov. Responses to questions will be publicized in an amendment to the solicitation. The date for receipt of proposals is February 19, 2007, by 3:00 PM EST.
