- NASA/GSFC intends to extend the ordering period and increase the maximum ordering value of the Mechanical Systems Engineering Services (MSES) Indefinite Delivery Indefinite Quantity (IDIQ) Contract (NAS5-01090), for the Applied Engineering and Technical Directorate (AETD). NASA/GSFC intends to purchase the services from Swales and Associates, Inc. on a sole source basis to allow for continuation of the MSES IDIQ contract until the follow-on competitive procurement is awarded. The competitive follow-on procurement is currently on-going due to a US Government Accountability Office (GAO) protest. This extension and increase to the MSES IDIQ contract will allow for the issuance of new task orders and for the continuation of existing task orders in order to avoid negative impacts to ongoing NASA/GSFC missions and flight programs and projects. Swales and Associates, Inc. as the current incumbent, is the only responsible source qualified to perform this requirement due to its current involvement with complex systems and critical schedules of NASA flight programs such as HST, GOES, JWST, SDO, ST-5, etc. The statutory authority for other than full and open competition is 10 U.S.C. 2304 (c)(1) Only One Responsible Source. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 14, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
