Description
This is modification 5 to the synopsis entitled NASA Aircraft Fleet (NAF) Heavy Maintenance and Engineering Contract (NNJ06123069R) which was posted on June 13, 2006. You are notified that the additional following questions (10 thru 26) received by NASA/JSC in response to this synopsis have been answered. Please review the attached questions and answers below: Question 10. What will the maintenance plan be for the aircraft? Will NASA maintain the maintenance plan or will it be the contractor?s responsibility to determine the maintenance and schedule requirements for each aircraft? What is the current forecast for maintenance of the aircraft? Answer 10. NASA aircraft follow the typical OEM maintenance plan. NASA will provide a specific maintenance plan and schedule requirements for each aircraft type by means of a task order. Question 11. Will the contractor get all of the maintenance records for the aircraft as GFE? Answer 11. NASA will provide specific aircraft type maintenance records as required per task order. Question 12. How does NASA envision transitioning aircraft to a new contractor if it is undergoing maintenance at the time of contract award? Answer 12. Each task order will define the specific transition plans, if required. Question 13. Will there be small business requirements? Answer 13. Yes, a small business plan is required. Further details on the small business requirements will be available in the solicitation. Question 14. Will there be an industry day? Answer 14. No. NASA does not intend to host an industry day. Question 15. The draft SOW references documentation requirements IAW DRD-01, DRD-02, etc. What are these directives? Will the contractor be provided this information? Answer 15. The DRD?s are Data Requirement Deliverables whereby the Government is requiring delivery of data. The solicitation will provide all of the Data requirement Deliverables Yes, the contractor will be provided with applicable information. Question 16. Is it expected for the contractor to have OEM maintenance manuals or will NASA provide access to these manuals? Answer 16. The contractor is required to have access to the OEM maintenance manuals. Question 17. Is it expected for the contractor to provide on-aircraft maintenance for engines or full overhaul support? Please define engine support requirements. Answer 17. On-aircraft engine maintenance is required. Question 18. The notice discusses a requirement for Aging Fleet Inspections. a. Do all of the aircraft listed in the notice have established Aging Fleet Inspections within the OEM inspection cycle that is in use? b. If not, will NASA develop this or with this be an engineering effort as part of this proposal. Answer 18. Yes, all of the aircraft have an established Aging Fleet Inspection program in use. Question 19. Will the prolonged aircraft storage of aircraft have the same facilities requirements as the maintenance modification portion of the solicitation? In other words, will the prolonged storage of aircraft require hanger facilities or will outside storage suffice? Answer 19. Prolonged storage requirements do not include hangar facilities. Question 20. Are there aircraft currently in prolonged storage? Answer 20. No. Question 21. What level of preservation is required for the prolonged storage requirements? Answer 21. NASA aircraft follow OEM storage guidelines. Specific levels of aircraft storage preservation will be defined by each task order. Question 22. The basic manuals for the Boeing and Gulfstream aircraft listed are available through those manufacturers, but that is not the case with the B377SGT aircraft. Will the Government provide maintenance and engineering data for this aircraft? Answer 22. Yes, NASA will provide specific data not commercially available. Question 23. All of the aircraft listed are research and special use aircraft modified beyond the original configuration. Will engineering be available to the contractor for special inspection compliance and integration of any modifications requested? Answer 23. Yes. Question 24. What does the Government estimate the level of effort for sustaining engineering and modification engineering associated wit this solicitation? Answer 24. Each task order will define associated engineering and modification engineering requirements. Question 25. What is the paint frequency of the aircraft listed in the notice and the last paint date? Answer 25. NASA has a five year aircraft paint cycle. There will be the potential to paint two B747 and two GII59 aircraft during the contract life cycle. Question 26. The engines listed in the notice have nothing specific mentioned about the level of effort. Will the Government provide information concerning this level of effort? Answer 26. All engine maintenance will be on-aircraft as defined in each specific task order. The anticipated release date of RFP NNJ06123069R is on or about TBD with an anticipated proposal due date of on or about TBD. Documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
