Description
REQUEST FOR INFORMATION (RFI) FROM INDUSTRY ON TECHNICAL AND OUTREACH SUPPORT SERVICES FOR DOMESTIC AND GLOBAL CLIMATE INITIATIVES and GLOBAL CLIMATE CHANGE: NON-CARBON DIOXIDE GREENHOUSE GASES AND CARBON SEQUESTRATION PROGRAMS. The U.S. Environmental Protection Agency (EPA), Office of Air and Radiation (OAR), Office of Atmospheric Programs (OAP), Climate Change Division (CCD) is seeking industry input to be considered as EPA begins to develop an integrated acquisition approach for CCD. The RFI conference is to support information exchanges with industry consistent with the Federal Acquisition Regulation (FAR 15.201). EPA will facilitate the industry conference, August 29, 2006, from 9:00 a.m. to 12:00 noon at the EPA?s OAP Office at 1310 L. Street NW, Washington, DC, Conference Room 152. Pre-Solicitation Exchanges will be conducted at an industry wide conference discussing the elements of the draft Statement of Objectives (SOO). This Request for Information is not a Request for Proposals. EPA is seeking input from the industry on the re-compete of contracts 68-W-02-027 and 68-W-02-028 and BPAs GS-10F-0036K, GS-10F-0124J and GS-10F-0283K. The key objectives of these contracts are to support EPA in evaluating and implementing programs domestically and internationally, associated with GHGs and ODS, including CO2, CH4, HCFCs, HFCs, methyl bromide, PFCs, SF6, NF3, CFCs, chlorobromo methane, halons, hydrocarbons, potential substitutes for ODSs, and environmental emissions such as N2O, O3, CO, NOX and particulate matter. Other programs that will be supported are voluntary programs which promote profitable opportunities for reducing emissions of methane and High Global Warming Potential (High-GWP) Gases. These programs are designed to overcome a wide range of informational, technical, and institutional barriers to reduce GHS emissions, while creating profitable activities for industry. In addition CCD conducts technical and economic analyses related to the role of methane and other non-CO2 GHGs in climate change, including development of emissions inventories and mitigation cost analyses. Expressions of interest instructions are available at this website. ALL SMALL BUSINESS AND SOCIO-ECONOMIC BUSINESSES ARE ENCOURAGED TO PARTICIPATE. This notice is provided as information to the industry as an invitation for open discussion on the SOO. The Government will not pay for the provision of any information nor will it compensate any respondents for the development of such information.
