Description
The Defense Information Technology Contracting Organization (DITCO), Scott AFB, IL, will procure Counterintelligence (CI) Operational Support Services to provide the necessary tasks associated with developing and establishing Defense CI Strategy and reconciling Defense CI operational programs and budgets with the National CI Strategy. These tasks will assist in providing strategic direction to the Defense CI community and create the ability to measure progress against strategic objectives. Place of performance consist of Counterintelligence Field Activity (CIFA) offices located in Crystal City (Arlington, VA), Washington DC or within the National Capitol Region, and Colorado Springs, Colorado. Contractors may be requested to work in other duty locations. The period of performance will consist of a base year and four option years. This requirement will be advertised as an 8(a) Program set aside. The National American Industrial Classification Standard (NAICS) code for this procurement is 541690. The solicitation and all related documents will be at this site as well as the DITCO Home Page, Contracting Opportunities at https://www.ditco.disa.mil/dcop/public/asp/dcop.asp on or about 20 Feb 2007. Instructions for submitting questions and proposals will be given at the time the solicitation is released. For the requirements associated with this effort, the contractor is required to provide personnel who have a Top Secret clearance with Special Compartmented Information (SCI) access based on a favorable Single Source Background Investigation (SSBI). Each individual will be eligible for access to the Special Access Program (SAP) and depending upon the program may also be required to undergo a Counterintelligence scope polygraph. Contractor personnel must have a Top Secret clearance and be eligible for SCI access at the time of award.The resulting award will be best value based on an integrated assessment of Past Performance, Technical/Management Approach, and Cost/Price. If at anytime the Government determines requested services are no longer required, the Government reserves the right to not make an award. The Government also reserves the right to award without discussions.
