- The United States Department of Labor (DOL) anticipates the release of a Request for Proposals (RFP) to support the mission of the Center for Program Planning and Results to maintain the Wirtz Labor Library, U.S. Department of Labor as a service oriented resource to Department of Labor staff and the general public; to do so in an ever increasingly electronic mode. The primary focus will be to continue the ongoing efforts leading to the ability to virtualize and offer full-text resources to a wider electronic labor public from their desktops, allowing the library to continue to act as a knowledge resource. The successful contractor will be highly regarded in the library community and will offer understanding of the importance of the library?s web page and maintenance of the web page with the intent to use it to draw the general labor public?s attention to resources available from the Wirtz Labor Library; traditional library services to support the needs of library users; strong services to the individuals supporting the Office of the Solicitor; maintenance of a traditional library while library moves swiftly toward virtual user services; continued conversion of paper subscriptions to electronic; identification of special collections; digitization of selected collections in a logical, priority based program; announcement on the library?s web page of digital resources; creative use of the Horizon online catalog to access information not just books and serials; cooperation with and support of the Department of Labor?s Historian; and strong communication and support of the efforts of the Director of the Wirtz. The anticipated period of performance will be a one-year base, plus three (3) additional one-year option periods to be exercised at the discretion of the Government. The solicitation will be available on or after February 8, 2007. The estimated closing date of RFP DOL079RP20308 is March 1, 2007. In accordance with FAR 18.805, this is a Competitive 8(a) Set-Aside acquisition. The North American Industry Classification System (NAICS) Code is 519120 (Libraries and Archives). The Small Business Size Standard is $6.5 million. Small businesses are encouraged to apply for HUBZone certification. Information regarding HUBZone certification can be found at http://www.sba.gov. A date for the solicitation is anticipated to be around February 8, 2007; however, this date is not guaranteed but will be advertised/synopsized in FedBizOpps (www.fbo.gov).
