Description
Services of an Architectural or Engineering firm with specialized experience in design and construction of medical/clinical functions - evening sleep labs, business day outpatient sleep and CPAP clinics in a 24/7 healthcare and medical environment, to participate in site investigation, design, preparation of working drawings/construction documents, and construction period services for Project 596-07-902, RENOVATE FOR SLEEP LAB, 17-2, LD, at VA Medical Center, Leestown Road Division, Lexington, KY. Project involves renovation of existing finishes and utilities to provide space for the sleep lab clinical program consisting of evening sleep lab, business day outpatient sleep and CPAP clinic in approx. 4,200 square feet within a wing of Building 17, 2nd floor. In addition to meeting the VA clinical design requirements, the clinic design shall meet or exceed minimum space and functional requirements of the American Academy of Sleep Medicine and be designed to allow for accreditation by same. During design, specific consideration shall be given to the patient population and functionality of the clinic spaces with regard to noise reduction, suitability of finishes, and layout of utility system components. Corridors will remain in place with renovation to finishes and utility systems and changes to corridor entry doors based on design of new clinic; room spaces off the corridors will be renovated for finishes and utilities based on design of new clinic; however, no work on the building shell is anticipated. Design will clearly show work required, including phasing requirements and instructions to construction contractor. Estimated construction cost range is between $250,000 and $500,000. Project will be accomplished in AutoCad .dwg format; specifications will be accomplished in Microsoft Word .doc format. Area of consideration is restricted to firms located within a 100 mile radius of VAMC, Lexington, KY, and is set-aside 100% for EMERGING SMALL BUSINESS CONCERNS, in accordance with the Small Business Competitiveness Demonstration Program. An emerging small business is a small business concern whose size is no greater than 50% of the numerical size standard of $4.5 million for NAICS 541310. (Small Emerging threshold is $2.25 million). Interested firms, with required specialization, must submit three (3) copies of Standard Form 330, Architect-Engineer qualifications, to the issuing office no later than 2:00 p.m. EST, February 21, 2007. (Fed-ex or hand-carried submissions to be delivered to VA Medical Center, Attn: Angie Napier (90C), Bldg. 2, Rm. 206, 2250 Leestown Road, Lexington, KY 40511). Respondents will be reviewed on the basis of: professional qualifications; specialized experience and technical competence in projects of similar type; capacity to accomplish the work in the required timeframe; past performance on contracts with Government agencies and private industry for projects of similar type; team proposed for this project; previous experience of proposed team; project control (design schedule control and quality assurance reviews of submission documents); and estimating effectiveness. This is NOT a Request for Proposals. No solicitation package will be issued.
