Description
Provide A/E services for construction documents to remove and replace fuel storage tanks at the VA North Texas Health Care System, 4500 S. Lancaster Rd., Dallas, TX 75216 and the Sam Rayburn Memorial Veterans Center, 1201 E. Ninth St., Bonham, TX 75418, Project 549A4-06-118. Services include, but are not limited to, architectural, structural, MEP and electrical. A/E will develop working drawings, specifications, and budgetary cost estimates as outlined in the scope of work. A/E will also provide site visits as necessary during the design and construction stages of the project. Construction cost range is between $500,000 and $1,000,000. This is a 100% Small Business Set-Aside. Firms must be located within a two (2) hour response time of each facility. Evaluation/selection criteria for this acquisition are: (1) Past performance which exhibits specialized experience and technical competence in the type of work to be performed. (2) Past performance which exhibits ability to design within budged cost limitation and prepare accurate and highly detailed construction cost estimates. (3) Past performance and current methodology pertaining to quality control methods used to insure technical accuracy of work. (4) Past performance and current work status which exhibits capacity to accomplish work in the required timeframe. (5) Professional qualifications of staff and consultants. (6) Past performance which demonstrates use of recovered material and energy efficiency. (7) (a). Inclusion of small business consultant(s) (b). and/or minority-owned consultant(s) (c). and/or women-owned consultant(s) (d). and/or veteran owned consultant(s) (e). and/or service disabled veteran owned consultant(s) (2 pt.), (f). and/or HUBZone consultant(s). Criteria 1 and 2 are equal in importance and are more important than Criteria 3, 4, 5, 6 and 7. Criteria 3, 4, 5 and 6 are of equal value and are more important than Criteria 7. Interested firms must submit three (3) copies of SF 330 to the attention of the Contracting Officer listed no later than 4:00 pm local time, March 6, 2007.
