- This is a combined Synopsis solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be issued. The solicitation is set aside 100% for small business. The NAICS is 332410. The Small Business Size Standard is 500 employees. This requirement is for the semi custom manufacture of a heat exchanger to be installed in Building 151 at F.E. Warren AFB, Cheyenne, WY, 82005. General specifications will be sent to prospective offorers on request. A site visit to the building to look at the current equipment and installation can be arranged upon request. This heat exchanger will be built to specifications and custom fitted into the designated building by US Air Force HVAC personnel. Delivery of the heat exchanger must occur on or before June 15, 2007 Inspection/acceptance of this product will be delayed until satisfactory installation in the destination building. If the product does not meet the required specifications at installation, the equipment will be picked up by the contractor at his/her expense and no payment will be made on the purchase order. The contractor will be required to warranty the item as fit for custom installation in the designated building. CLAUSES INCORPORATED BY FULL TEXT 52.237-1 SITE VISIT (APR 1984) (a) Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. (End of clause) 252.232-7003 ELECTRONIC SUBMISSION OF PAYMENT REQUESTS (MAY 2006) (a) Definitions. As used in this clause-- (1) Contract financing payment and invoice payment have the meanings given in section 32.001 of the Federal Acquisition Regulation. (2) Electronic form means any automated system that transmits information electronically from the initiating system to all affected systems. Facsimile, e-mail, and scanned documents are not acceptable electronic forms for submission of payment requests. However, scanned documents are acceptable when they are part of a submission of a payment request made using one of the electronic forms provided for in paragraph (b) of this clause. (3) Payment request means any request for contract financing payment or invoice payment submitted by the Contractor under this contract. (b) Except as provided in paragraph (c) of this clause, the Contractor shall submit payment requests using one of the following electronic forms: (1) Wide Area WorkFlow-Receipt and Acceptance (WAWF-RA). Information regarding WAWF-RA is available on the Internet at https://wawf.eb.mil. (2) In addition to the requirements of this clause, the Contractor shall meet the requirements of the appropriate payment clauses in this contract when submitting payments requests. (End of clause) 5352.223-9000 ELIMINATION OF USE OF CLASS I OZONE DEPLETING SUBSTANCES (ODS) (APR 2003) (a) It is Air Force policy to preserve mission readiness while minimizing dependency on Class I Ozone Depleting Substances (ODS), and their release into the environment, to help protect the Earth?s stratospheric ozone layer. (b) Unless a specific waiver has been approved, Air Force procurements: (1) May not include any specification, standard, drawing, or other document that requires the use of a Class I ODS in the design, manufacture, test, operation, or 2) May not include any specification, standard, drawing, or other document that establishes a requirement that can only be met by use of a Class I ODS; (c) For the purposes of Air Force policy, the following are Class I ODS: (1) Halons: 1011, 1202, 1211, 1301, and 2402; (2) Chlorofluorocarbons (CFCs): CFC-11, CFC-12, CFC-13, CFC-111, CFC-112, CFC-113, CFC-114, CFC-115, CFC-211, CFC-212, CFC-213, CFC-214, CFC-215, CFC-216, and CFC-217, and the blends R-500, R-501, R-502, and R-503; and (3) Other Controlled Substances: Carbon Tetrachloride, Methyl Chloroform, and Methyl Bromide. (d) The Air Force has reviewed the requirements specified in this contract to reflect this policy.
