Description
Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quotation is being requested and a written solicitation will not be issued. Solicitation number FA4417-07-Q-7001 is hereby issued as a Request for Quotation. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-11, Effective 5 July 2006 & Class Deviation 2005-o0001. The North American Industry Classification System (NAICS) code for this project is 334515 with a size standard of 750 employees; the SIC code is 3825. The USAF intends to negotiate sole source with Data Flow Systems. 0001 Install Telemetry Control Unit (TCU) for each of two Sewage Lift Stations. WORK INCLUDED: The Contractor shall provide services and materials necessary to install Telemetry Control Unit (TCU) for each of two Sewage Lift Stations. The TCUs is manufactured by Data Flow Systems, Inc., and shall communicate with the base-wide monitoring system through Bus Extender Modules utilizing new Radio Interface Modules and antennas with bases. JOB DESCRIPTION: The work to be performed includes the following principal features: Furnish and install new Telemetry Control Units for each of two Sewage Lift Stations (Buildings 91033 and 90327). TCU panels shall integrate with new antenna systems at each facility, and shall integrate with the base-wide monitoring system, manufactured by Data Flow Systems. Start-up and function test each unit after installation. CONTRACTOR USE OF SITE AND PREMISES: Limit use of site to allow Owner visitation and inspection. The contractor and subcontractors are permitted to use existing utilities available at the site. Use is subject to approval by the Contracting Officer. The 1st Special Operation Civil Engineering Squadron must approve all connections. Connection to existing water mains must utilize a backflow preventer, certified within the 12 months prior to use on base. DISPOSAL: All scrap materials and debris shall be disposed of by the contractor off- base in an appropriate dumpsite. Provide Contracting Officer with name(s) of waste disposal company and approved dumpsite. STORAGE AREA: No onsite storage will be provided. SAFETY: The pertinent sections of the following publications are applicable to all work on this project. U.S. Army Corps of Engineers: EM 385 1 1, Safety and Health Requirements Manual. Air Force Instruction (AFI) 91-301. SUBMITTALS: Contractor shall submit manufacturer?s data on all components being installed. Contractor shall submit O&M manuals for new TCU equipment. PRODUCTS ACCEPTABLE MATERIALS: Contractor shall provide control enclosure for each facility, containing TCU (with no radio) Part # DFS-00367-008-03, RTU Surge Protection Part # SPS-001, 240 VAC/3-phase surge protection Part # TSP-001, backup battery (2.6 amp hours), and Bus Extender Module Part # DSF-00223-001. Equipment shall be manufactured by DataFlow Systems, Inc., and shall fully integrate with existing base-wide monitoring and control system. EXECUTIONS: installation of telemetry control units, The Contractor shall provide on-site installation for the new equipment at the 91033 Lift Station and the 90327 Lift Station. Both of these facilities are located on Hurlburt Field, FL. Contractor shall perform work on both facilities consecutively, during the same site visit. Work is expected to take two days per facility to accomplish. Contractor shall provide wiring and installation services as necessary to provide complete telemetry monitor and control of each Lift Station utilizing the new TCUs. Contractor shall provide and mount a new enclosure for each facility, containing TCU (with no radio), RTU Surge Protection, 208 VAC/3-phase surge protection, backup battery, and Bus Extender Module, for 91033, power for 90327 is 208VAC three phase. Contractor shall provide all necessary updates to the central computer configuration and verification of radio signals for each unit. New antenna systems will be utilized by the new equipment. Contractor shall include the default graphical screen at the central site. No custom display screens are required. Contractor shall coordinate with Contracting Officer?s Representative for outages during the equipment installation. Contractor will provide spare Radio card and spare Bus Extender Module. INSPECTION: The contractor shall make a representative available to the Government on site to answer questions that may arise due installation. The Government representatives will be allowed free access to the site in its entirety. HOURS OF WORK: The normal hours of a workday shall be between 7:00 A.M. and 4:00 P.M., Monday through Friday, except holidays. The contractor may elect, at his option, to work hours other than normal duty hours if approved by the Contracting Officer. All work time, other than normal working days, shall be requested in writing, 3 days in advance. PHOTOGRAPHS: The Contractor is encouraged but not required to take photographs of the site prior to construction. QUALITY CONTROL: The contractor shall establish and maintain quality control to assure compliance with Contract Documents, and provide records of his quality control for materials, equipment and construction operations. The Contractor is solely responsible for quality control on this project. A quality control representative will be appointed by the Contractor and will be on-site daily to assure the work accomplished meets the specifications. The following provisions and clauses apply to this acquisition and will remain in full force in any resultant award: FAR 52.212-1, Instructions to Offerors?Commercial Items. It is amended to read: Offeror shall submit signed and dated offer to 1 SOCONS/LGCB, Attn: A1C Justin Longo, 350 Tully St Bldg 90339, Hurlburt Field FL 32544-5810 NLT 15 February 2007; 1600 CST. Submit signed and dated quotations on company letterhead or quotation form and marked with solicitation number FA4417-07-Q-7001. Offer may be faxed to 850-884-2041. No proposal will be accepted by email. The government reserves the right to evaluate proposals and award a contract without discussions with offerors. Offers shall be evaluated in accordance with FAR 52.212-2, evaluation of Commercial Items which is incorporated into this Request for Quote, with an addendum to paragraph (a) as follows: The following factors shall be used to evaluate offers: Price.
