Description
SOURCES SOUGHT TITLE - HOMOGENEOUS AND INTEGRATED FUELS AND LUBRICANTS RESEARCH AND DEVELOPMENT PROGRAM. POC - Villahermosa, Project Engineer, (586) 574-4207. This is a Market Survey to determine sources that have the technical expertise, range of disciplines and facilities to conduct a Homogeneous and Integrated Army Fuels and Lubricants Research and Development (R&D) effort. Examples of R&D include: fuels deri ved from conventional and non-conventional sources which exhibit enhanced properties, multi-functional lubricants having improved capabilities for application in standard and advanced engines and at the same time in power-transmission systems and hydraulic s, field expedient fuels, non-flammable hydraulic fluids and technologies and methodologies which enhance operability and maintainability. Research and Development will be required at the Basic, Exploratory and Advanced Development levels. The effort will also include planning and performance of work to provide technical data to improve on the technology of fuels, lubricants, power transmission fluids, brake fluids, solid film lubricants, corrosion preventives, specialty compounds, and energy conversion for use in Army materiel. The scope of the effort shall range from laboratory physical and chemical characterization of materials, engine dynamometers evaluations, to fleet testing of products in Army vehicles and equipment. The effort requires a comprehensiv e understanding of the relationship among fuels, lubricants, engine systems and their interactions (cause  effect) especially as applicable to Army materiel and operations. The ability to perform standard and unique engine tests to assess the synergistic and antagonistic behavior of various fuels and lubricants is essential. Expertise in Army supply, maintenance and field operations shall be sufficient to provide on-site assistance to Army installations, both CONUS and OCONUS, in the solution of field prob lems. The effort also requires the availability and services of personnel having the technical expertise in chemistry, mechanical and chemical engineering, materials science, tribology, instrumentation research, metallurgy, and engine emissions to support the R&D program and to assist in the solution of field problems. The facilities (i.e., laboratory capabilities, etc.) to support these additional services is a prerequisite requirement. The research and development shall, as an integrated effort, include t he following types of projects: (a) basic research, exploratory and advanced development on fuels to define critical fuel properties and quality for use in qualification and procurement for field emergencies, fuel additive mechanism and property interactio ns, correlation of fuel properties and composition to equipment performance, and bench and full-scale combustion and power performance studies in Army engines found in both ground and aircraft engines (helicopter), (b) basic research, exploratory and advan ced development for conventional and non-conventional systems, advanced energy-transformation and energy-producing systems of new and unusual concepts, and functional fluids, (c) conduct of investigations, evaluations and field tests on prototype fuels, lu bricants and power transmission fluids, and, (d) providing assistance/solutions to Army units relative to fuel and lubricant problems. The expected contract duration is 60 months. A security level of SECRET for both facility and personnel will be require d. The selected source shall assure that technical information being developed is properly disseminated, to guarantee full rights to all technical data and to eliminate potential conflicts of interest.
