Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a more detailed solicitation is available on FedBizOps. Offerors should check FedBizOps often for new solicitations and/or changes (AMENDMENTS) to existing ones. Solicitation Number W912HZ-07-T-0011 is being issued as a request f or quotation (RFQ) with the intent to award as a simplified acquisition. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-08. This procurement is unrestricted under NAICS 54133 0 (SIC 8748) with a size standard of $4.5m. The USACE, Engineer Research and Development Center proposes to award a simplified acquisition to furnish all services, personnel, equipment, supplies, accessories, and travel necessary to test for internal flaw rail defects in track using ultrasonic testing equipment mounted in a Hi-Rail test vehicle for installations in the United States and Korea. All travel costs, even at installations overseas, shall be covered by the Contractor. All testing shall be done by a Hi-Rail truck that is equipped with an ultrasonic testing unit. Hi-Rail trucks should be able to test at a rate of 5 mph or faster. Testing of both rails simultaneously is required. Using portable ultrasonic testing units alone are not acceptable o n tracks with the exception of the tracks located in Korea. All detected defects will be verified by hand using an ultrasonic test set. The contractor shall coordinate all testing and movement of equipment with the Government, as specified in section 2. The contractor shall abide by all Government safety and security rules and regulations when on the installation. The testing apparatus shall detect defects specified in section 3. The contractor shall furnish the Government a listing by location of all r ails determined to be defective by the testing operators, as specified by section 4. Cost estimates shall be provided for testing on the approximate quantity of track specified at the locations shown in section 8 and should include all travel costs. All testing shall be completed by the contractor by 30 September 2007. Group 1 has installations located in the United States. Group 2 has installations located in Korea. Group 3 has installations in the United States that may be added on later in FY07 if f unding permits. The contractor shall provide cost estimates for each installation in Group 3 separately so that the Government can request the testing of each installation as needed. Testing and reports for all locations shall be completed for Government use no later than 30 September 2007.
