Description
THIS REVISED ANNOUNCEMENT IS FOR INFORMATIONAL PURPOSES ONLY. The Bureau of Land Management, as a component of the U.S. Department of the Interior, announces the REVISION of an A-76 study of its IT Help Desk functions nationwide (Originally announced as a Special Notice on September 29, 2006). This notice serves as the official announcement of the revised USDOI/BLM streamlined competition in accordance with OMB Circular A-76, dated May 29, 2003. PURPOSE OF REVISON: To announce a revision to the scope of equivalents studied and affected from 64 Full Time Equivalents (FTE) to approximately 24 FTE, and from 28 Contract Man-year Equivalents (CME) to approximately 10 CME. Work assigned to the Federal positions is covered primarily by FAIR Act Activity Function Codes W310 and W410. This A-76 cost comparison study (with Most Efficient Organization) will examine the possibility of converting Government "in-house" operations to contractor operations. A cost comparison to determine the feasibility and economy of converting the following services and related functions performed by Government personnel to contract performance will be conducted. The incumbent service providers provide IT Help Desk to all BLM employees and authorized contractors. The positions performing the work are located in the Washington DC BLM headquarters, the Denver Federal Center, Lakewood, CO; the BLM State offices within eleven western States including Alaska and Field offices in those States. The IT Help Desk functions primarily include: Receive requests for assistance by e-mail, phone, and walk-up; Ticket creation, tracking, status notification, and reporting; Problem triage, initial diagnosis, classification, and assignment; Assistance that can be provided in-place that does not require administrator expertise; and Ensure customer satisfaction by resolving in a timely manner and conducting surveys. THIS IS NOT A REQUEST FOR PROPOSALS and in no way obligates the Government to award a contract. Prospective offerors are advised that a solicitation will not be issued if the cost of contract performance is determined to be greater than the cost of in-house performance by Government personnel. NO SOLICITATION EXISTS AT THIS TIME. THIS ANNOUNCEMENT IS FOR INFORMATIONAL PURPOSES ONLY. THE COST COMPARISON WILL BE COMPLETED BY THE ORIGINALLY ANNOUNCED DATE OF FEBRUARY 16, 2007.
