- The Naval Research Laboratory (NRL) has a requirement for engineering and technical support for the development of electronic attack (EA) techniques using various types of technology. Major task areas include 1) development of a coherent electronic attack techniques generator based on digital radio frequency memory (DFRM) technology testing, and evaluation of advanced materials, 2) engineering, technical, laboratory, and software support for the AN/SLQ-32 Electronic Warfare System 3) evaluation and computer support using the search radar electronic countermeasure simulator (SRES) 4) engineering and technical services to design, develop, test, maintain, and repair the Advanced Multifunction Radio Frequency Concept (AMRFC) 5) performing EA capability investigations and assessments 6) performing requirements analysis and system trade off analysis for technology demonstration programs 7) developing test plans for field and at sea test and evaluation exercises 8) providing engineering and technical expertise for exploratory and advanced development programs 9) providing engineering expertise for the Advanced Techniques Generator program, including use of the low power chamber 10) providing technical and management support to various future naval capability and discovery and invention projects and 11) integration of a technique generator into an Electronic Attack Evaluation System. This work will primarily be performed on site at the Naval Research Laboratory, Washington, D.C, although some work may be performed at contractor facilities. The successful contractor will be required to receive, generate, or have custody of classified material at the contractor's facility, and will require a Top Secret facility clearance. All personnel assigned to this effort must have Secret personnel clearances, and certain people will be required to have Top Secret SCI clearances. It is anticipated that only one award will result from this procurement. The incumbent contractor is ITT Industries, Inc, Advanced Engineering and Sciences Division, 2560 Huntington Avenue, Alexandria, VA 22303. The detailed Statement of Work will be included in the solicitation when issued. The period of performance for this effort will be a base year of twelve months plus four one year option periods. The anticipated level of effort is 21,120 hours yearly, or 105,600 total hours if all options are exercised. NRL uses Electronic Commerce (EC) to issue Requests for Proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided.
