Description
Requirement: The Office of the Comptroller of the Currency, Office of Workforce Effectiveness, is responsible for delivering the full suite of human resources management services to the OCC, its managers, and its employees. The structure of the HR organization has evolved in recent years, as staffing changes have occurred and in response to specific needs and requirements that have arisen. In addition, the leadership of the Office of Workforce Effectiveness has recently changed. The OCC requires expert consulting support to develop specific proposals, in partnership with OCC and WFE leadership, for structuring the HR organization to ensure alignment with its vision of satisfying customer needs through sustained operational excellence, continuous improvement, and accountability and responsiveness to customers. As well, support may be needed in planning for a transition to a new structure and in the change management aspects associated with transforming an organizational structure, functions, processes, and people. Specific tasks may include: Data Collection Collecting information on OCC?s current HR organization, including its current structure, processes, and workforce; current and future requirements, and performance issues or gaps experienced by the organization. Organizational Analysis Analyzing the data collected to identify proposed options for addressing organizational issues and structuring the organization to meet current and future performance objectives. WFE leadership will play an integral role in this effort, analyzing the data, validating the current vision, assessing specific organizational options, and developing a proposal for organizational change. Transition Planning and Support Depending on the recommendations made, the OCC may require assistance in transitioning from the current organization to the proposed organization. As needed, this could include support for communication and change management; further analysis of workload, staffing, processes, and other elements of the organizational change; additional documentation of processes and procedures; refining of HR career paths, hiring practices, and developmental requirements, based on the new organizational concept; and development of metrics for monitoring the effectiveness of the new organizational concept and continuing to refine the organization to maximize its performance.
