- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-13. Delivery and acceptance will be at 50 miles away from Bethesda, MD and less than 80 miles away, allowing for the overnight stay with the state of conference center and break out room to facilitate The National Institute of Mental Health group size of approximately 350 participants. The period of Performance: 09/27-28, 2007. This will be the 11th year for the NIMH Division of Intramural Research Programs Scientific Training. The training is scheduled for Sept 27 to 28th, 2007, with guest speakers and committee arriving at the selected venue on Sept. 26th. All NIMH fellows, Investigators and selective scientific staff are invited to participate. This annual meeting plus training provides an opportunity for NIMH Office of Fellowship Training to gain a wealth of knowledge and share of scientific information. The Investigators shall discuss the science being conducted throughout the private surrounding that provides for uninterrupted discussion. The meeting will feature extramural guest lecturers, the New Investigators Forum, the Monday afternoon "Discussion Forums" with invited experts to lead the NIMH Fellows and staff in contemplation, discussion and the fellow oral presentation sessions organized around the Bench to Bedside theme, combining basic and clinical presentations. The provision at 52.212-1, Instructions to Offerors Commercial, applies to the acquisition. The provision at 52.212-2, Evaluation Commercial Items, is applicable. The evaluations factors: 1) Ability to facilitate 350 participants, 2) High speed Internet Access: minimum requirement. 3) Past performance in similar efforts. Offers will also be evaluated on best value. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with it offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition and Clause 23.500 Drug Free Workplace. Clause at 52.212-5, Contract Terms and Conditions required to implement Statues or Executive Orders.
