POSITION TITLE: Monitoring and Evaluation (M&E) Coordinator 5. MARKET VALUE: GS-13 ($79,397 - $103,220). Final compensation will be negotiated within the listed market value based upon the candidate's past salary, work history and educational background. Candidates who live outside the Washington, D.C. area will be considered for employment but no relocation expenses will be reimbursed. 6. PERIOD OF PERFORMANCE: 2 years, renewable up to 5 years 7. STATEMENT OF WORK POSITION DESCRIPTION BACKGROUND The Strategic Resources Team (SRT) is part of the Disaster Response and Mitigation Division (DRM) of the Office of U.S. Foreign Disaster Assistance (OFDA). One of the areas that the SRT is charged with is improving the effectiveness of OFDA's programs by strengthening OFDA's capacity to assess, monitor, and evaluate. OFDA is a fast-paced office with frequently changing priorities. The incumbent will lead the development of OFDA's assessment, monitoring, and evaluation efforts. INTRODUCTION OFDA is the office within the U.S. Agency for International Development (USAID) that is responsible for providing non-food humanitarian assistance in response to international crises and disasters. OFDA is part of the Bureau for Democracy, Conflict and Humanitarian Assistance (DCHA). OFDA is organized into three divisions under the management of the Office of the Director. DRM is responsible for coordinating with other organizations for the provision of relief supplies and humanitarian assistance. DRM also devises, coordinates and implements program strategies for a variety of natural and human-caused disaster situations. DRM hires sector specialists to provide technical expertise in assessing the quality of disaster response. The Operations Division (OPS) develops and manages logistical, operational and technical support for disaster responses and administrative support to all offices and operations. OPS maintains the Office's readiness to respond to emergencies through several mechanisms, including Search and Rescue (SAR) Teams, Disaster Assistance Response Teams (DARTs), and Washington-based Response Management Teams (RMTs). The Program Support Division (PS) provides programmatic and administrative support including budget/financial services, procurement planning, contracts and grants administration and communication support for OFDA's Washington and field offices. OBJECTIVE OFDA requires a Monitoring and Evaluation Coordinator to lead and coordinate OFDA assessment, monitoring, and evaluation efforts, analyze program effectiveness, share programmatic information with other offices, and serve in a significant capacity as a member of the OFDA Grants Working Group. 9. CORE FUNCTIONAL AREAS OF RESPONSIBILITY DUTIES AND RESPONSIBILITIES The Monitoring and Evaluation Coordinator performs a variety of duties and must possess the ability to multi-task. Good organizational skills, attention to detail, and understanding systems, databases and associated authorities are required. Lead and Coordinate OFDA Assessment, Monitoring, and Evaluation Efforts * Serves as the OFDA technical expert in charge of assessment, monitoring, and evaluation activities; spearheads the development of OFDA assessment, monitoring, and evaluation systems and frameworks; keeps OFDA staff informed of developments in the field of humanitarian assistance assessment, monitoring, and evaluation; and provides technical guidance on how these may be applied within the OFDA setting; * Works with the various SRT functional areas, OFDA teams, and additional resources to develop relevant and useful standardized assessment, monitoring, and evaluation tools. Also works with the various OFDA teams responsible for the technical(architecture, hardware, and software) components and maintenance of the assessment, monitoring, and evaluation frameworks developed; * Works with the various divisions within OFDA to better determine internal programmatic information needs for grant management and reporting purposes; * Coordinates with the SRT Information Management functional area and serves as the SRT's liaison with the teams providing help to OFDA's information management systems, proposing additions and refinements and ensuring programmatic data integrity; * Works closely with the SRT to ensure participation, input, and buy in (ownership) of the various OFDA teams (especially those in the field) in the development, refinement, adoption, and maintenance of assessment, monitoring, and evaluation tools, mechanisms, and systems; * Assists partners in developing working systems that enhance partner reporting on assessments, monitoring, and evaluations and linking these efforts to OFDA's established tracking and reporting systems to ensure compatibility; * In coordination with the Training Unit, develops and disseminates guidance and tools for use in assessment,monitoring, and evaluation. Helps the Training Unit design and implement training for OFDA staff (both headquarters and field staff) on appropriate assessment, monitoring, and evaluation practices and the proper use of the tools and systems developed. Coordinate External OFDA Project Monitoring Efforts * Serves as the OFDA technical expert in charge of external program monitoring and evaluation activities; identifies and prioritizes projects for external evaluation, contracts and follows up with external evaluators, coordinates with the relevant OFDA teams (especially the field), and collects and disseminates resulting monitoring and evaluation findings; * Leads OFDA's efforts to learn from the monitoring and evaluation processes conducted and to adopt recommendations and key findings into OFDA processes and procedures; * Serves as the "Point of Contact" for all OFDA related assessment, monitoring, and/or evaluation efforts. Assessment, Monitoring, Evaluation Data Management and Reporting * Within the confines of the OFDA operating environment and in collaboration with the appropriate OFDA teams, develops and manages data to be used for assessments and monitoring, and maintains evaluation tools, calendars, forms, guidelines, procedures, results, outcomes, mechanisms, and all other useful information as necessary. Serve on the OFDA Grants Working Group * Serves in a significant capacity on the OFDA Grants Working Group. This includes working with teams to develop OFDA policy for grants and cooperative agreements; integrating assessments, monitoring, evaluations, and reporting into actual award documents; and proposing revisions to the OFDA Grant Guidelines handbook as appropriate; * Assists the Training Unit in developing appropriate and timely training materials for use both internally, within OFDA, and externally, with our implementing partners; * Works closely with the Technical Assistance Group (TAG) to examine, update, and maintain the technical components of the Guidelines, especially the sector-specific indicators, and to ensure their regular update and dissemination through the internet. Analyze Program Effectiveness * Serves as OFDA's primary technical expert in assessing program effectiveness. * Analyzes select grant reports and identifies areas of concern to regional and country team members, the SRT, and the Senior Management Team; * Independently conducts formal or informal reviews to assess program accomplishments. Analyzes program processes and impact, and makes recommendations for effective changes; * Works with OFDA regional and technical teams to standardize humanitarian assistance indicators and to use appropriate indicators in reporting; * Works closely with the relevant OFDA teams to reach out to USAID offices and Missions to assist and coordinate with them in assessment, monitoring, and evaluation activities as appropriate and/or necessary. Provide Support and Regular Input in all Six SRT Functional Areas of Focus * Provides support, regular input, and coverage for other SRT team issues and functional areas as necessary; including strategic planning, contingency planning, preparedness, liaison and coordination, academic liaison, geospatial information systems, and information management. * Represents OFDA and SRT at meetings, and in the drafting of documents and undertaking of original research. Other Responsibilities * Backstops other SRT staff when necessary. * May serve as a member of Washington-based Response Management Teams (RMTs), which provide services and support to Disaster Assistance Response Teams (DARTs) deployed in response to disasters. Duties on RMTs will vary. * May serve on DARTs as required. Duties on DARTs will be varied, and will depend on the context, nature, and scale of disaster to which the DART is deployed. * Serves as the OFDA Duty Officer twice each year for periods of 1 week. As Duty Officer, the incumbent will be on call 24 hours a day to receive notifications of international disasters. SUPERVISORY RELATIONSHIP: The Monitoring and Evaluation Coordinator will report directly to the Strategic Resources Team Leader or his/her designee. SUPERVISORY CONTROLS: The incumbent is expected to take initiative and act independently. The supervisor will provide administrative direction in terms of broadly defined goals and objectives. The incumbent will work with the supervisor to develop deadlines, projects, and work to be done. However, the incumbent is expected to use initiative, resourcefulness, and creativity in pursuing and attaining the goals and objectives set for the completion of her/his job expectations. 10. PHYSICAL DEMANDS The work is generally sedentary and does not pose undue physical demands. During deployment on Disaster Assistance Response Teams (DARTs) (if required), and during site visits, there may be some additional physical exertion including long periods of standing, walking over rough terrain, or carrying of moderately heavy items (less than 50 pounds). 11. WORK ENVIRONMENT Work is primarily performed in an office setting. During deployment on Disaster Assistance Response Teams (DARTs) (if required), and during site visits, the work may additionally involve special safety and/or security precautions, wearing of protective equipment, and exposure to severe weather conditions. 12. EDUCATION/EXPERIENCE REQUIRED FOR THIS POSITION (Determines basic eligibility for the position. Bachelor's degree with significant study in a pertinent field, (including but not limited to economics, international development or international relations), and seven (7) years of relevant professional and progressively responsible experience in humanitarian assistance, including on-the-ground field experience in needs assessment, monitoring, evaluation, analysis, emergency relief program operations or post-emergency rehabilitation. OR Master's degree with significant study in a pertinent field, (including but not limited to economics, international development or international relations), and five (5) years of relevant professional and progressively responsible experience in humanitarian assistance, including on-the-ground field experience in needs assessment, monitoring, evaluation, analysis, emergency relief program operations or post-emergency rehabilitation SELECTION FACTORS (Determines basic eligibility for the position. Applicants who do not meet all of the selection factors are considered NOT qualified for the position.) * Applicant is a U.S. Citizen; * Complete and hand-signed federal form OF-612 submitted; * Supplemental document specifically addressing the Quality Ranking Factors (QRFs) submitted; * Ability to obtain a SECRET level security clearance; and * Satisfactory verification of academic credentials. QUALITY RANKING FACTORS (QRFs) (Used to determine the competitive ranking of qualified applicants in comparison to other applicants. The factors are listed in priority order from highest to least.) QRF #1 Demonstrated technical expertise and experience in establishing and implementing performance monitoring and evaluation indicators and systems for international humanitarian relief. Relevant experience from donor agency preferred; QRF #2 (Scenario) You have been assigned to develop and implement a monitoring and evaluation (M&E) process for an existing humanitarian relief program. The program is ongoing and is based overseas in a country experiencing a complex emergency. Describe the factors that you would consider and the steps that you would take to develop and implement the new M&E process; QRF #3 Demonstrated knowledge and understanding of USG international disaster relief programs, culture and management objectives and demonstrated ability to collect, analyze, and distribute disaster and other information to implementing partners and relevant agencies; QRF #4 Demonstrated technical experience providing guidance and establishing and/or refining systems to track office-wide performance. Experience preparing documentation, maintaining tracking systems to monitor performance and impact, and/or maintaining databases (i.e., Abacus, Management Information Tracking System (MITS), etc.); and QRF #5 Demonstrated experience participating in on-the-ground disaster response effort with relevant organizations involved in disaster response/preparedness/mitigation and humanitarian assistance, including U.S. Government agencies (e.g., USAID and State Department), international organizations, non-governmental organizations and United Nations (UN) agencies. Experience to include conducting needs assessments and analyses preferred. BASIS OF RATING: Applicants who meet the Basic Requirements and Selection Factors will be further evaluated based on scoring of the Quality Ranking Factor (QRF) responses. Those applicants determined to be competitively ranked may also be evaluated on interview performance and satisfactory professional reference checks.
