Description
DESCRIPTION: The National Institute of Standards and Technology (NIST) Acquisition Management Division intends to negotiate on a sole source basis with Max Dolinsky and Associates, 8165 Inverness Ridge Road, Silver Spring, MD for CHED ? Chemical Editor upgrades and maintenance contract under the authority of FAR Subsection 13.106-1(b), soliciting from a single source. CHED is the exclusive intellectual property of Max Dolinsky and Associates. It is the only chemical database/ editor that can be fully integrated with mass spectral (MS) and gas chromatographic (GC) data. NIST has a large archive of such data that is routinely used in developing release versions of NIST data products. The need to manipulate this data along with the need to transform the data from the archive format to the release format requires that any tools that are used on the project be capable of integration into current NIST software. It is essential that source code versions of any such software be available. CHED is the only product that is even remotely applicable for which source code is available. In addition, it is essential that the source code be available to ensure that NIST products related to the use of CHED can be used in the future. A fixed price purchase order will be issued on or about February 25, 2007. The performance period is from March 1, 2007 through February 28, 2008. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a Request for Quotation (FRQ) nor is it a request for competition.
