Description
The United States Coast Guard Maintenance & Logistics Command, Atlantic intends to issue a Commercial Request for Quote (RFQ) for Drydock Repairs to the USCGC KANKAKEE (WLR-75500). The acquisition will be solicited HUBZone Set-Aside. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation FAR Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The simplified acquisition will be issued as a Best Value, Request for Quote (RFQ), on or about February 16, 2007. The solicitation will be issued electronically on the FEDBIZOPPS web page at http://www.fedbizopps.gov. It is incumbent upon contractors to monitor the FEDBIZOPS web page for RFQ release and all subsequent amendments. The standard industrial classification code is 3731 and the NAICS is 336611. The homeport of the vessel is 2 Auction Avenue, Memphis, TN 38105. This vessel is geographically restricted to the Western Rivers of the United States. The Western Rivers means the navigable portions of the Mississippi River and its tributaries above mile 0 of the lower Mississippi River. Navigable tributaries of the Mississippi River include only the waterways within the area of jurisdiction of Coast Guard Aids to navigation Facilities as described in Light List Volume V (COMDTINST M16502.5) and the Tennessee-Tombigbee Waterways to the mouth of the Mobile River. This includes protected portions of the Intra Coastal Waterway connected to the ?Western Rivers,? but specially excluded unprotected or open waters such as Mobile Bay, Lake Borgne, and the Gulf of Mexico. All work will be performed at the contractor?s facility. The performance period is fifty-four (54) calendar days with a start date on or about 21 May 2007. The scope of the acquisition is for (1) Welding Repairs, (2) Remove, Inspect, and Reinstall Propeller Shafts, (3) Remove, Inspect and reinstall Propeller Shafts, (4) Straighten Shaft, (5) Renew Water Lubricated Shaft Bearings, (6) Renew Propeller Shaft Sleeves, (7) Remove, Inspect, and Reinstall Propellers, (8) Perform Minor Repair and Recondition of Propeller, (9) Clean, Inspect and Test Grid Coolers, (10) Overhaul and Renew Valves, (11) Remove, Inspect, and Reinstall Rudder Assemblies for Steering and Flanking Systems, (12) Rebuild Rudder Stock, (13) Renew Rudder Lower Bearing Trunk, (14) Preserve Spud and Spud Well Surfaces, (15) Shrink Wrap Crane, (16) Inspect various Deck Fittings, (17) Preserve Barge Buoy Deck, (18) Preserve Underwater Body, (19) Preserve Barge Freeboard, (20) Routine Drydocking, (21) Provide Temporary Logistics, (22) Provide Dining and Lodging, (23) Modify Barge Side Shell Plating, (24) Renew Barge Buoy Port Insert Plating, and (25) Ultrasonic Testing. Trained welders, who have been certified by the applicable regulatory code performance qualification procedures, shall accomplish all welding and brazing. The USCGC KANKAKEE is a 75 Foot ?F? Class River Buoy Tender and 130 Foot Barge homeported in Memphis, TN. All reference documents are available for viewing at 300 East Main Street, Suite 500, Norfolk, VA 23510-9102. Drawings are now available on CD-ROM. The CD-ROM sets are available for all cutters and will be free of charge to contractors upon request [ten days from solicitation issuance]. MLCA must have ten (10) days advance notice to complete a CD-ROM set of drawings. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). Drawings are still available in hardcopy; however, a non-refundable charge of $150.00 is required in the form of a certified check or money order made payable to the U.S. Coast Guard for requested drawings.
