Description
This is a Sources Sought announcement only. There is not a solicitation for any action at this time. This synopsis is issued for the sole purpose of the 30th Contracting Squadron to conduct Market Research in accordance with FAR Part 10. This effort is to seek qualified sources capable of providing safety and other scientific analysis support. The contemplated contract would be for Flight Safety Analysis, Ground System Safety Analysis, Performance Evaluation, Test and Simulation (PET&S) at Vandenberg AFB and TBD future locations. Clearances at the Secret Level are required and the contractor must have the ability to acquire Top Secret level. The NAICS code is 541710 with a 500 size standard. The Government is interested in maximizing participation from Small Businesses. Interested offerors are asked to furnish a capability statement no later than 28 Feb 07. Please include company name, address, telephone number, points of contact with an email address, business size, DUNS number, CCR Registration number, Federal CAGE Code, general description of the company, how long the company has been in business and a description of similar contracts with the government and/or commercial customers (include points of contact, contract numbers, value and contract type). Firms responding to this survey must (1) state whether they are a small or large business based on the size standard above; (2) indicate if a small disadvantaged or woman-owned business, 8(a) firm, or a historically black college or university or minority institution (HBCU/MI), or HUBZone small business; (3) provide experience in the form of an outline of previous projects for specific safety, planning and analysis relevant work completed or currently being performed of equivalent magnitude including contract numbers, description of the work, points of contact and phone numbers; specific experience of personnel identified to perform the work including professional qualifications/certificates; and (4) any other pertinent information which would enable the government to assess a firms capabilities. Conflict of interest rules apply and offerors will be required to submit mitigation plans following release of the RFP. Because the government reserves the right to set aside this acquisition based on the responses received; it is imperative that firms respond with the required information so that capabilities can be evaluated accurately. STATEMENT OF NEED GENERAL SCOPE: The scope of this effort includes tasks associated with providing consolidated range safety and technical analysis services for the 30th Space Wing (30SW). This encompasses flight safety analysis, and performance analysis. This supports operational programs to include Expeditionary Aerospace Force (EAF), United States space lift programs and future aerospace activities. It provides mission support of test aircraft/aerospace platforms from any United States or foreign government agencies/military services, individual Corporate, or civilian contractors. The program supported by 30 SW may be AF, DOD, NASA, or commercial and are located at or programmed for Vandenberg Air Force Base (VAFB), California. All authorized mission and program support requirements for operations utilizing the Western Range, Major Range Test Facility Base (MRFTB) support and Commercial Space activities. The program develops a core activity that manages technical and analytical support for mission requirements noted by the User/Operational Mission Plans, and Support Agreements from the following areas: Performance Evaluation, Test and Simulation (PET&S) of 30 SW Systems in support of the 30 SW mission services required under EWR 127-1 for supporting the Range Safety programs at the 30 SW for flight risk assessments and ground (system) safety analytical, scientific and engineering studies, analyses, reports and contractor deliverables. Accomplishment of these tasks will support the Wing?s safety program, thereby enabling the Wing to fulfill its missions, and the Wing Commander to fulfill his safety responsibilities per DODD 3200.11. Note: It is the responsibility of all potential offerors to monitor these sites for release of any future synopses or solicitation. This RFI is not a commercial solicitation per FAR PART 12. The Government will not pay for any costs associated with providing this information. The Government reserves the right to consider a small business, 8(a) or any other set aside arrangement as deemed appropriate for this contemplated procurement. To be eligible for any future contract, prospective concerns must be registered in the Department of Defense Central Contractor Registration (CCR), and must accept payment via Electronic Funds Transfer (EFT).
