Description

The project consists of a 144 room dormitory, a new vehicular parking area, the expansion of two existing parking areas, associated site utilities and site work. Additional improvements include passive and active use areas, dumpster enclosures, side walks, curbs and gutters, bike racks and landscaping. Existing structures to be demolished include two buildings, Bldgs. 581, 583, and associated existing site structures, gutters, and landscaping. THIS IS A 100% UNRESTRICTED REQUEST FOR PROPOSAL (RFP), BEST VALUE TRADEOFF WITH HUBZONE PREFERENCE. All responsible sources may submit an offer. It is the Governments intent to award the contract as a best value procurement by using the Trade-Off process described in FAR Part 15. This process permits tradeo ffs between price and technical merit/quality and allows the Government to accept other than the lowest priced offer. Both a technical and a price proposal will be required. The Technical Evaluation Factors for this procurement are in Section 00120, enti tled, Submission Requirements and Instructions. It is the Governments intent to award based on initial offers without discussions, therefore, the offerors shall provide their best technical and price proposals. Performance Period is for 480 calendar days after contract receipt of Notice to Proceed (NTP). This procurement is subject to Clause 52.219-4 NOTICE OF PRICE EVALUATION PREFERENCE FOR HUBZONE SMALL BUSINESS CONCERNS. In addition all large business contractors are reminded that the successful contr actor will be expected to provide a subcontracting plan for the purpose of providing subcontracting opportunities to the maximum practicable extent with the small and disadvantaged firms in accordance with the provisions of Public Law 95-507. The Los Ang eles District subcontracting goals are specific percentages of the contractors total planned subcontracted dollars. The goals are as follows: 51.2% with Small Business, 8.8% with Small Disadvantaged Business, 7.3% with Women-Owned Small Business, 3.1% wit h HubZone Small Business, and 1.5% with Service-Disabled Veteran Owned Small Business. Please note that there are special instructions pertaining to hand delivered proposals. These special instructions can be viewed on the Los Angeles District Contractin g Division website and they will also be available in Section 00100 of the advertised solicitation. Estimated cost range of the project is $10,000,000.00 to $25,000,000.00. ORDERING SOLICITATION: The solicitation, W912PL-07-R-0009, will be available on or about 21 February 2007. Plans and spec ifications will be provided through the use of the Internet only. Amendments to this solicitation will be issued through the Internet only.
