- The Naval Surface Warfare Center (NSWCIH), Indian Head, MD. intends to award a Sole Source Purchase Order to The Netherlands Organisation for Applied Scientific Research (TNO). TNO will employ unique crystallization methodology to prepare a lot of ?Stabilized? High Melting eXplosive or HMX, and to characterize and study this explosive. TNO will also characterize and study two (2) other sources of OCONUS ?Stabilized? HMX. The neat ?Stabilized? HMX samples will be characterized by small scale safety characterization, High Pressure Liquid Chromatography (HPLC), unique density, and microscopy measurements. TNO is the sole qualified vendor to perform the crystallization and characterizations of HMX. TNO retains unique in-house capabilities, facilities, and has demonstrated expertise in the area of HMX crystal and HMX formulation shock sensitivity characterization. The applicable North American Industrial Classification System (NAICS) is 541690 with a size standard of $6.5 m illion. The FSC code is LO13.
