- The Department of the Navy, Space and Naval Warfare Systems Center San Diego (SSCSD) intends to modify the current firm fixed price, sole source contract, N66001-04-D-5002, which was awarded to Brandywine Communications, Inc (BWC) of Tustin, California for the purchase of ruggedized time and frequency distribution systems (TFDS) in support of submarine communications. The TFDS is a proprietary product of BWC. This modification includes adding ruggedized TFDS in support of E-6B aircraft. Specifically, this modification will increase the estimated value of the contract by $5,000,000 and add four FFP hardware line items for the purchase of ruggedized TFDS in support of the E-6B aircraft. The ruggedized TFDS systems for use in E-6B aircraft is required to communicate with submarines and submarine transmitter sites. There will be no change to the contract period of performance which ends January 29, 2009. This notice of intent is not a request for competitive proposals or quotes. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Authority for other than full and open competition is 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The use of any other source for this acquisition would result in the substantial duplication of cost and time associated with re-design and recertification to meet a series of shock, vibration, and environmental tests. The applicable North American Industry Classification System (NAICS) Code is 334119. See numbered note 22.
