Description
1 BACKGROUND The United States Department of the Treasury, Departmental Offices, Office of Intelligence and Analysis, Washington, DC is seeking to identify potential small businesses (SB), small disadvantaged businesses (SDB) certified by the Small Business Administration (SBA) under provisions of the section 8a program, and service disabled veteran owned small businesses (SDVOSB) capable of providing around the clock (24/7) intelligence research, analysis and support services for the Department of the Treasury - Office of Intelligence and Analysis (OIA). This is a market research tool to determine the availability of sources prior to issuance of an RFP. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Department of the Treasury, implied or otherwise, to issue a solicitation or ultimately award a contract. An award will not be made on information received in response to this notice. If the solicitation is issued, source selection procedures will be used, which will require offerors to submit technical experience, past performance, price and other factors for evaluations. The Government is not responsible for the cost associated with any effort expended in responding to this notice. The NAICS code for the proposed procurement is 541990 (size standard $6 million). If a contract is awarded, it will consist of a base period of one year and four option periods. The Government contemplates the issuance of an IDIQ type contract with task orders to be issued defining the specific work to be performed. The Government may award more than one contract as a result of solicited responses. 2 DESCRIPTION: The contactor shall provide qualified personnel to perform: (1) intelligence research and analysis in support of the mission of the Department of the Treasury, Departmental Offices, Office of Intelligence and Analysis; (2) consulting services in support of ongoing Intelligence Operations Center re-engineering; (3) Watch Office support; (4) Office of Special Security Support; (5) intelligence advisor support; (6) Freedom of Information Act support; and (7) support in work performed for the Office of the Director of National Intelligence and the National Counter Terrorism Center. OIA's mission is to support the formulation of policy and execution of Treasury authorities by providing (1) expert analysis and intelligence production on financial and other support networks for terrorist groups, proliferators of WMD, and other key national security threats; and (2) timely, accurate, and focused intelligence support on a full range of economic, political, and security issues. 3 QUALIFICATIONS: Offerors are required to provide demonstrated evidence of qualifications as part of their Statement of Capability (SOC). 1. Education: An undergraduate or graduate degree in economics, finance, business, law, journalism, area studies, or international relations is desirable or equivalent. 2. Experience: Minimum of 1 year as intelligence analyst or research specialist, policy analyst, or financial crimes investigator, is required. A minimum of one year working on terrorism or related subjects, e.g. counter-narcotics, counter-proliferation, financial intelligence, is desired, together with demonstrated skills and experience in the following areas: a) Demonstrated skill and experience in research and analysis of intelligence, international affairs, terrorism or financial topics. b) Demonstrated knowledge of the organization, operations, and support structures of terrorist networks, international money laundering, or other threats to the US financial system. c) Demonstrated knowledge of intelligence community agencies and their role in combating terrorism. d) Demonstrated experience with intelligence sources and databases especially AMHS, Intel-link, CIA Source, and NCTC On-line, as well as with open sources of relevant data. e) Excellent communication skills demonstrated by the ability to deliver clear and concise written and verbal presentations and to accurately incorporate and cite primary source material. 3. Security: Provide current SSBI and be immediately eligible for Top Secret security clearance with access to SCI. All security requirements, to include submission of relevant security paperwork, shall be met before any performance related to this SOW is conducted. 4 SUPPORT SERVICES: The contractor shall provide support services for the following functional areas within the Department of the Treasury: (a) Contractor(s) will support the Counterterrorism and Transnational Issues Office (CTI). For CTI, the contractor shall perform and provide the following intelligence research and analytical support: *Research of intelligence and all-source information to identify sources and methods of financial, material, and logistical support to terrorist and insurgent groups around the world. In addition work on issues such as proliferation of weapons of mass destruction and other national security threats. *Produce a variety of products, including: - Reports synthesizing intelligence and all-source information pertaining to specific individuals and entities suspected of providing financial or other support to terrorist/insurgent groups; - Intelligence reports, to include raw data and limited scope analysis, describing significant findings based on the exploitation of financial data, including ledgers, and data from other available sources; - Various collection requirements and downgrade or declassification requests; - Briefing slides, spreadsheets, link charts, and other related products. - Communicate and coordinate with OIA analysts and assist them in filling key intelligence gaps in support of the execution of Treasury authorities. - Respond to requests for information from Treasury Department officials and OIA supervisors. (b Intelligence Operations Center Re-engineering For the Intelligence Operations Center project, the contractor shall perform and provide the following consulting and/or analytical support: * Assess and improve the Intelligence Operations Center information systems and resources * Assess and identify recommended improvements to current Intelligence Operations Center operation, emergency operations, disaster recovery and continuity of operations plans * Evaluate the current Intelligence Operations Center facility organization, layout, tools and resources and provide recommendations to optimize performance and create a quality work environment Contract performance will be measured based on timeliness and quality of work products delivered as evaluated by OIA supervisory intelligence research specialists or other designated OIA supervisors. The personnel assigned to this effort by the contractor must possess the following experience and capabilities: (c) Watch Office Support For the Intelligence Operations Center, the contractor shall supply personnel to perform and provide the following intelligence research and analytical support functions: * Provide around the clock 24/7 coverage * Provide current intelligence/information to leadership via notification reports, situation reports, and preparation of read books * Receive, transmit, control, and distribute critical documents * Operate intelligence and national security information systems; serve as the Department's link with the U.S. Intelligence Community for time-sensitive activities. * Provide support/assistance to senior Treasury officials during international travel * Conduct research and analysis of complex operational issues and distribute information from intelligence and open sources. * Ensure that briefings, read-books, papers, responses to questions, coordination of articles, desk-notes, information papers, and slides are delivered in a timely, accurate and focused way in support of wider Treasury operations. * Print, distribute and review read books, ensuring a high standard of accuracy and proper writing style. (d) Special Security Office Support For security-related support, the contractor shall perform and provide the following functions: * Assist the SSO in overseeing the secure, timely distribution of intelligence material * Ensure that the material is handled in accordance with applicable directives, plans and procedures * Provide necessary training to workforce on security issues (e) Intelligence Advisor Support In terms of the Intelligence Advisor support, the contractor shall perform and provide the following intelligence-related functions: * Review intelligence and all-source information on the full range of economic, political and security issues. * Provide relevant products to senior Treasury leadership on a timely basis. * Support intelligence requirements of senior officials for foreign travel, NSC/NEC policy meetings, and meetings with foreign officials. * Improve integration and collaboration with IC to foster better support to Treasury on economic, financial and political issues. * Skill in formulating, coordinating, drafting, presenting and implementing new procedures/strategies to meet OIA?s changing requirements. * Understanding of U.S. Government national security authorities and procedures, particularly those applicable to Treasury?s mission of disrupting the networks supporting terrorist groups and WMD proliferators that that pose a threat to US interests. * Superior communication skills demonstrated by the ability to deliver clear, concise, and accurate written and verbal presentations. * Experience in coordinating with a variety of components within the US Government. * Experience in representing an organization?s positions and maintaining liaison with appropriate contacts inside and outside the organization. * Projects involve complex and sensitive national security, intelligence, foreign policy, and law enforcement problems for which established principles, techniques, guidelines, and precedents are not directly applicable and often do not exist. Incumbent must adapt review procedures or develop new guidelines in unusual cases. * The employee is recognized as an expert in the development and/or interpretation of guidance on program planning and evaluation in their area of specialization. (f) Freedom of Information Act Support: * FOIA support personnel will provide support in accordance with all applicable laws and procedures. * Researches requests, identifies legal issues, and determines through analysis whether there is a basis in FOIA to assert an exemption to disclosure. * Provides advice and guidance for issues that require interpretation particularly in the intelligence context as they relate to the FOIA and Privacy Act. * Researches and prepares a variety of written materials and correspondence related to requests for information under the FOIA and Privacy Act. * Reviews and redacts documents according to FOIA exemptions and exclusions for high profile cases. * Prior experience in preparing responses to FOIA requests using exemptions and preparing FOIA appeal responses. * Demonstrated ability to articulate FOIA exemptions, exclusions, and appeal rights, apply appropriate exemptions, and finalize release letters for signature. * Demonstrated ability to interpret and apply applicable statutes, rules, regulations, and executive orders as they pertain to FOIA. * Experience with MS Excel, Powerpoint, and other Microsoft product is a plus. * Demonstrated ability to prioritize tasks and work independently, while ensuring communication of work status on critical projects with government and contractor support. * Reviews outgoing responses to ensure complete coverage of all issues, proper coordination with the appropriate parties, and compliance with FOIA regulations and policies. (g) Office of the Director of National Intelligence and the National Counter Terrorism Center. Functional Requirements * Central point of contact for all ODNI and NCTC component requirements and Data Calls * Track, coordinate, and explain ODNI and NCTC information requests to relevant Treasury components * Provide feedback on potential process improvements at the ODNI and NCTC based on OIA needs * Track and enter performance measure data into appropriate systems * Attend various DNI/NCTC working group * Assemble and coordinate documents for official distribution and official response Skills and Experience * Strong understanding of Intelligence Community activities and priorities * Understanding of Budget Formulation, Budget Execution, Strategic Planning, Human Resources and Performance Metrics * Strong ability to communicate well between the ODNI and NCTC offices and Treasury Offices. * Experience in a Civilian Intelligence Agency 5. PLACES OF PERFORMANCE All work under this contract will be performed at: 1. U.S. Department of the Treasury Departmental Offices Office of Intelligence and Analysis Room 1029, Main Treasury 1500 Pennsylvania Ave, NW Washington, DC 20220 2. Other specified locations: This work, particularly for intelligence analyst work, may require travel and duty locations overseas. This may include but is not limited to travel to and from Iraq and other areas abroad. 6. DUTY HOURS Eight hour (8) work day (does not include non-paid lunch period); Monday through Friday excluding Federal Holidays. If combat zone: Same as above, with up to 20 authorized hours of overtime per week. Non-Disclosure Agreement: Contractor Personnel with security clearances may be required to sign a Treasury Non-Disclosure Agreement, depending upon mission requirements. 7. STATEMENT OF CAPABILITIES SUBMITTAL REQUIREMENTS The Statement of Capability (SOC) will determine the feasibility and/or basis for the Department of the Treasury's decision to establish this requirement as a competitive Small Business, competitive 8a, HUBzone Small Business or Service Disabled Veteran Owned Small Business, set-aside acquisition. Interested firms who qualify in any of these categories must submit a SOC, which describes, in detail, the firm"s capability of providing intelligence analysts to Treasury. Your SOC shall include the following: (1) full name and address of the firm; (2) year firm was established; (3) name of two principals (including titles, telephone and fax numbers); (4) a copy of 8a certifications (if 8a certified, provide the SBA Business Opportunity Specialist's name and phone number assigned); HUBzone certification and SDVOSB status or Small Business Status; (5) indicate if the firm is registered in the Department of Defense (DoD) Central Contractor Registration (CCR) database; (6) provide proof of licenses and bonding capacity; and (7) information on relative past projects that best illustrate your qualifications for this contract, of specific interest are projects where your company has performed intelligence research for a federal government agency (list up to 5 projects performed within the last 5 years). Include prior experience of key company personnel both as prime and all planned subcontractors showing experience in providing and managing intelligence analysts. Provide the following information for each project listed: (1) contract number and project title; (2) name of contracting activity; (3) administrative contracting officers name, current phone number; (4) contracting officers technical representative or primary point of contact name and current phone number; (5) contract type (e.g. firm-fixed price, IDIQ, combination firm-fixed price/IDQ, requirements or cost plus); (6) period of performance (start and completion date); (7) annual award amount and final contract value; (8) summary of contract work; and (9) sub-contract management. Provide information on any proposed teaming arrangements (i.e. team members, previous working relationships with proposed team members and percent of work anticipated to be subcontracted (note: any joint-ventures with 8a members must comply with Code of Federal Regulations (CFR) Title 13, Section 124.513). The Government reserves the right to request additional information as needed from any and all respondents. The SOC must be complete and sufficiently detailed to allow Treasury to determine the firm?s capabilities to perform the defined work. The SOC must be on 8x11 standard paper and is limited to 20 single-sided pages (10-12 font), including all attachments).
