- This is a Request for Information for the purposes of conducting market research. This RFI does not constitute a future contract and vendors shall not be compensated for providing information. There is no solicitation available at this time. 1.0 Description The Administrative Office of the U.S. Courts (AO) is currently performing a market survey to determine if vendors exist that can meet the following concept. The AO is seeking sources capable of providing a suite of Commercial Off-the-shelf (COTS) software products supporting the requirements described herein. 2.0 Background PACTS (Probation and Pretrial Services Automated Case Tracking System) is an electronic case management tool used by Probation and Pretrial Services officers to track federal defendants and offenders while under all phases of the federal criminal justice system, including court ordered supervision. There are currently approximately 7000 users in 94 districts nationwide. The existing case management system is written in Java and runs on Linux. The existing case management system allows end users to do the following: ? 3.0 High Level Requirements The AO is looking for a centralized case management solution to replace our existing system with a national database, one offender registration number and an intuitive user interface to facilitate the ease of collection and dissemination of information between officers and districts. Data migration is also necessary depending upon the solution. The case management solution should meet the following requirements: ? The software should have the same or similar functionality as the current Case Management system listed above. ? The software should facilitate case management of federal defendants and offenders on Windows XP/2000 workstations. ? The software should have the capability to support a single database serving 94 district courts nationwide. ? The software product should support multiple platform use of various officer tools used in the case management of the clients they supervise; to include a variety of PDA?s, desktop computers, laptop computers. ? The software should have the capability to support all levels of end users and their specific job functions; including managers, supervising officers, field officers, investigative officers, data quality analysts, and support staff. ? The software should have spell checking capability for all fields where free text is allowed. ? The software should be intuitive enough for use by all levels of end users with varying typing skills, computer knowledge, and experience with the system. ? The software should include automated notification capabilities such as e-mail notification, notification of supervisory review required, notification of supervisory signature required. ? The software should include automated notification capability between districts nationwide, individual offices within those districts, and between staff in each office. ? The software should allow exchange of information between the system and outside vendors regarding substance abuse and mental health treatment, electronic monitoring, community service, and drug testing results. ? The software should provide officers with a comprehensive notification system including calendaring, management of conditions and action lists. ? The software should support one client identifier nationwide. ? The software should provide intuitive navigation, dependent on the business process utilized by the end user using the system. ? The software should support automated workflow routing between end users. ? The software must support the ability to customize work flow routing based on current business processes. ? The software should facilitate the transfer of electronic documents between offices nationwide. ? The software should generate a variety of reports for use by end users in all areas of the business processes ? The software should support the generation of predefined reports, such as the Bail Report and Presentence Report, as well as allow for the creation of custom ad hoc reports by the end user. ? The software should include a comprehensive financial management solution to assist officers in the management of their clients? personal court-ordered financial obligations, tax payments, and paystub information, as well as manage the annual allotments districts receive for the payment of drug testing, substance abuse and mental health treatment, and electronic monitoring costs. ? The server software must allow end user access through an HTTPS connection with industry standard browsers on the workstation. ? The software should have the ability to obtain data values from backend databases to pre-populate fields/drop-down boxes on the user interface. ? The software should allow a specific client photos to be stored along with other identifying information from the backend server-database. ? The software should have the ability to save partially finished screens and return at a later date to finish filling in the same screen. ? The software should have the ability to jump to or hide areas of the user interface based on data entered in previous areas. ? The software should have the ability to attach multiple supporting documents to a record and catalog them. ? The software should have the ability to easily print mandatory forms for pretrial, pre-sentencing and supervision. ? The software should support connection to industry standard database servers and support URL/web-service integration with existing Java applications. It would be preferable that the software include a software development kit (SDK). ? The software must import legacy data from an Informix database and manage that data using existing business practices. ? The software must support open exchange of data using industry standards. ? The software must be clusterable and fault-tolerant. ? The software must support web services or other service-oriented architecture methods for primary functions. 4.0 Submittal of Information Product/vendor information should be submitted which highlights the following information: ? High level information about company, including years in business, number of users on existing system, etc. Links to a website or marketing materials are acceptable as long as the information is easy to discern from the materials. ? General description of how your system meets the high level requirements detailed in this RFI. ? All required server operating system, database, application components and licensing, (and workstation components and requirements) should be clearly delineated and explained. ? Any optional components and licensing should also be clearly delineated and explained. ? A high level pricing guide (including customization costs, licensing, professional services, post implementation support and maintenance, etc.) should be provided with any response to the RFI. 4.1 Time/Date of Submittal Information submitted in response to this Request for Information should be submitted electronically no later than 2/28/2007 Non-electronic submittals will also be accepted.
