- The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Services (NMFS) is mandated by the Magnuson-Stevens Fishery Conservation and Management Act to implement the marine Protected Area mandate, and provide decision support tools to all Habitat Conservation programs. In doing so, the government is charged to perform two tasks common to all mandates: to develop GIS products to support NOAA programs and constituent needs and to maintain the hardware and software demanded by NOAA GIS programs. The government requires essential GIS expertise for its IT activities. Specifically, the government requires (CLIN 0001) Task 1 for the development, release and maintenance of data to support the EFH Mapper application, (CLIN 0002) Task 2 for data management of key holdings of the National Wetlands Inventory marine managed areas, (CLIN 0003) Task 3 for support of data and software needs, including new data holdings, software upgrades, routine maintenance, and (CLIN 0004) Task 4 for product support for GIS maps, poster plots, and scanning needs. The work is expected to be performed in government facilities located in Silver Spring, Maryland and the period of performance is expected to be approximately 15 months. The final deliverables shall include interim and final reports. The contractor shall have access to U.S. government data. The contractor shall not be permitted to disclose any information which has not entered the public domain. Title to all government data shall remain with the government. This requirement is set-aside for small businesses using simplified acquisition procedures in accordance with the Federal Acquisition Regulations (FAR) Part 13, through Federal Acquisition Circular (FAC) 2005-15. The following provisions and clauses shall apply to this solicitation: FAR 52.213-4. The provisions and clauses may be downloaded at www.arnet.gov. The government shall award a purchase order resulting from this solicitation to the responsible offeror conforming to the solicitation that will be most advantageous (best value) to the Government, price and other factors considered. The government estimate represents a total of 2,500 labor hours for this effort. This requirement is set-aside for small businesses using simplified acquisition procedures in accordance with the Federal Acquisition Regulations (FAR) Part 13, through Federal Acquisition Circular (FAC) 2005-15. See Federal Business Opportunities (FedBizOps) Notes 25 at http://www.eps.gov/Numbered_Notes.html All responsible sources that meet the requirements and provide the services listed above may respond to notice with a quotation emailed or faxed to the depository to the attention of the cognizant Contract Specialist, not later than February 22, 2007 at 3:00 p.m. (local time). Responses shall not exceed more than ten (10) pages including a letter of transmittal. It is the responsibility of the contractor to confirm NOAA?s receipt of its quotation. Each response shall address the approach to perform and manage the work, past performance that is relevant and high quality, and price to perform. The Government reserves the right to make a single award, multiple awards, or no award as a result of this notice. The information set forth in this Presolicitation notice is an advance copy of the Request for Quotation (RFQ) that becomes final unless otherwise modified before the due date.
