Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; Proposals are being requested and a written solicitation will NOT be issued. This solicitation is issued as a Request for Quote (RFQ) number HSCG44-07-Q-07SCCS013. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-15. This acquisition is a 100% set-aside for small business. The North American Industry Classification System (NAICS) is 541512 (Computer Systems Design Services). The SBA size standard in millions of dollars is $23.0. It is the government?s belief that only the following specific equipment will meet current needs in it form, fit and function of all its components. IAW FAR 6.302-1(iii) The USCG intends to purchase on a non-competitive basis with Buffalo Computer Graphics (BCG) of Blasdell, NY for: PCS-200 Radar Simulator with new PC running windows XP, new radar simulation hardware, updated simulation software, new operator interface (enhanced GUI) 1 each Updated AIS Software 1 each Upgrade Synchros with new hardware and software 1 each 1 year warranty The government intends to trade in a PCS-100 The following GFE cards will be tested to ensure operability NMEA option; Loran-C option; C2CEN Utility board The FOB Destination delivery is to: US Coast Guard Command and Control Engineering Center (C2CEN) 4000 Coast Guard Blvd Portsmouth, VA 23703, on or before: 4 weeks ARO. The provisions at 52.212-1 instructions to Offers-Commercial, 52.121-3 Offeror Representations and Certifications ? Commercial Items and 52.212-4 Contract Terms and Conditions-Commercial Items apply to this acquisition. Clauses 52.212-5 Contract Terms and conditions required to implement Statues or Executive Orders-Commercial items, applies to this acquisition and a statement regarding which, if any of the additional FAR clauses cited in the clause are applicable to the acquisition, including the following FAR clauses incorporated by reference: 52.225-3 Items (Jan 2005)(1). The government intends to award a contract resulting from this solicitation to the responsible bidder quote conforming to the solicitation which will be most advantageous to the Government, price and other factors considered. The following factors may be used to evaluate offers: price and other factors, e. g. technical, past performance and quality. The procurement is being conducted under simplified acquisition procedures FAR part 13. Parties responding to this solicitation may submit their quote in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc. but must include the following information: (1) The solicitation number; (2) The name, address, and telephone number of the offeror; (3) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; (4) Terms of any express warranty; (5) Unit price, availability, estimated delivery date and any discount terms; (6) "Remit to" address, if different than mailing address; (7) Company Tax Information Number and DUNS Number. The following Homeland Security Acquisition Regulations (HSAR) are incorporated as addenda to this solicitation: HSAR 3052.209-70 Prohibition on Contracts with Corporate Expatriates (Dec 2003); HSAR clause 3052.211-90 Bar Coding Requirements (Dec 2003); HSAR clause 3052.213-90 Evaluation Factor for Coast Guard Performance of Bar Coding Requirement (Dec 2003). IDENTIFICATION OF THE AGENCY AND THE CONTRACTING ACTIVITY AND SPECIFIC ID OF THE DOCUMENT AS A "Justification for other than full and open competition." US Coast Guard Command and Control Engineering Center. HSCG44-07-Q-03NAIS001. IAW FAR 6.302-1(iii). This is part of an existing system. BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRE, AND THE INTENDED USE: Need to replace existing PCS-100INS Radar Simulator due to multiple module failures. This model has been out of production for 2 years and is beyond economical repair, the PCS-200INS Radar Simulator is the replacement. The PCRadar user interface models the SPS-73 Radar display and provides target acquisition & tracking, leading vectors & history trails, trial maneuvers and navigation points. Target Track Data is also output via serial NMEA-0183 for integration with the Shipboard Command and Control System (SCCS). Simulated Radar and sensor data is critical to the engineering, stress testing, and acceptance testing of many C2CEN products. UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR SERVICES CAN BE USED: BCG simulators are currently the only devices that support the COMRIC interface which is the backbone of radar and AIS communication for the VTS, SCC, and COMDAC INS systems. These simulators interface with existing systems at C2CEN which are used for software engineering and training for the SCCS systems. Radar Simulator Specs:PC-based, using latest Windows Operating System.;Single plug-in module design requiring minimal maintenance. Compatible with existing CSC/BCG network interface. Single unit drives multiple radar displays from varying manufacturers, full ARPA support. NMEA-0183 Support, RS232, RS422, network. Support for Automatic Identification System (AIS).Supports various radar and sensor failures. Market research shows that BCG simulators are currently the only devices that support the COMRIC interface which is the backbone of radar and AIS communication for the VTS, SCC, and COMDAC INS systems. The Enhanced Graphical User Interface (GUIenh) Software is proprietary to BCG. Using another vendor would require the development of a COMDAC interface, which only BCG has at this time, and would not allow us to combine multiple simulators in the building to create one multi-radar scenario. (IAW FAR 6.302-1(iii). This is part of an existing system.) This is specialized equipment designed specifically to interface with COE base products with a COMRIC interface. Interoperability with already purchased, deployed and currently in use machines provides a long term cost savings to the government vice developing an entire new system and deploying it Coast Guard wide.
