Description
The Army Contracting Agency (ACA) Contracting Center of Excellence (CCE), Pentagon, on behalf of the Office of the Under Secretary of Defense, Industrial Policy, intends to issue a solicitation for Assessment of the European Defense Industry and Mar ket under full and open competition procedures. Interested small businesses who are certified and qualified as a small business concern in NAICS code 541990, size standard $6.5 million dollars are encouraged to submit a capabilities package outlining the ir experience in the following key area(s): ability to conduct a rigorous analytical characterization of European defense industry structures, markets, and technologies; provide expert analysis of and report on the extent those industries and markets are changing and the impact to United States defense firms and the Department of Defense; provide detailed industry descriptions by country and industrial sector including market size and projected growth; perform a market consolidation analysis; analyze mark et and technology trends; analyze the ability of United States firms to access the European market; and analyze the ability of European firms to access the United States defense market. Capability packages must be submitted by March 12, 2007, 12:00 PM Eas tern Standard Time (EST.) If at least two (2) responsible small business concerns are determined by the government to be capable of performing this requirement based on an evaluation of the capabilities packages (limited to 25 pages, single sided), the re quirement will be solicited as a 100% set-aside for small business concerns. If capability packages are not received from at least two (2) responsible small business concerns by the response date or if the government determines that no small businesses ar e capable of performing this requirement based on an evaluation of the capabilities packages submitted, this requirement will be solicited under full and open competition procedures. To assist us in maintaining a list of interested small business offerors for this potential procurement, please provide your company name, point of contact, address, phone number and business size under the above NAICS code, to the points of contact for this procurement (Laurel Baker, laurel.baker@hqda.army.mil and David Vroom , Branch Chief, david.vroom@hqda.army.mil.) Under this requirement, the contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary to complete the work. There are no government furnished property or servic es. A Single Award, Firm Fixed Price contract is contemplated. The period of performance is a base period of twelve months, no options. The place of performance will be the contractor site. Travel to Arlington, Virginia, to present an interim report and briefing and the final report and briefing is anticipated. All prospective offerors must have a Commercial and Government Entity (CAGE) code and be registered with the Central Contractor Registration (CCR) at http://www.ccr.gov. This will be an electron ic solicitation release. No hard copies will be mailed. Interested small businesses may obtain a draft copy of the PWS at the website shown below, reference HQ000370090001000. A written Request for Quotations (RFQ) will be posted on or about March 16, 2 007, for download on the CCE Homepage at: http://dccw.hqda.pentagon.mil/services/RFP1.asp , Title: Assessment of the European Defense Industry and Market. All responsible sources may submit a proposal, which will be considered, however, no offers are bein g requested at this time. No paper copies of the solicitation will be issued. All amendments to the solicitation will be posted to this FedBizOpps website. Contractors are cautioned to check this website for amendments. No solicitation mailing list wil l be complied.
