Description

The U.S. Fish and Wildlife Service invites quotes for Southern Pine Beetle (SPB) Control at the Cape May National Wildlife Refuge located in Cape May Court House, New Jersey. A firm fixed-price contract is anticipated for forestry services to plan and execute the control of SPB infestations on approximately 100 acres within the refuge. The contractor will prepare a written plan identifying site specific treatment areas and treatment activities to minimize the continuing spread of SPB on the refuge. It is expected that thinning will be the primary silvicultural method used. Because there are wetlands present on the site, certain mechanized equipment will not be allowed. Equipment such as tracked forestry/right-of-way flail mowers or brush cutters shall be acceptable (equipment with low ground pressure of 5 psi or less). No work shall be conducted during the migratory bird nesting season from April 1 through August 30. The consulting forester must be a Society of American Foresters Certified Forester and a New Jersey Department of Environmental Protection Approved Forester. PRE-QUOTE SITE MEETING: Prior to submission of a quote, offerors are urged to inspect the project site and satisfy themselves as to all local conditions that may affect the cost and performance of the contract. One pre-quote site visit is scheduled for March 22, 2007 at 8:30 a.m. Bidders shall meet at the Cape May National Wildlife Refuge office located at 24 Kimbles Beach Road, Cape May Court House, NJ 08210. The refuge headquarters is located off Route 47. In no event shall failure to inspect the site constitute grounds for any price adjustment. This procurement is set aside for small business. The NAICS code for this project is 115310. The size standard for small business is $6 million.
