Description
The U.S. Environmental Protection Agency (EPA) intends to negotiate, on a sole source basis, with University of North Carolina at Chapel Hill (UNC), School of Public Health, Chapel Hill, NC 27599 to analyze 220 urine samples for metabolites associated with environmental exposure to poly-aromatic hydrocarbons (PAH?s) for the Mechanistic Indicators of Childhood Asthma (MICA) Study. The UNC laboratory has experience analyzing PAH urinary metabolites, with the required sensitivity, through their publications on studies of occupationally exposed individuals and controls (jet fuel workers, coke oven workers). UNC has also demonstrated ability to produce meta analysis reports comparing the results of their studies to that of other studies, including a national representative sampling study conducted by the Centers for Disease Control (CDC). UNC has access to all of the data from their occupational studies and the CDC study. Access to this data and the resulting report is critical to the MICA study because EPA seeks to compare levels of chemical markers in children relative to levels of chemical markers in other national data bases (like CDC) and to levels of chemical markers in urine that would be detected in occupationally exposed individuals or these studies' control populations. In this way, EPA can better understand the body burden measurements in children relative to adults, environmental exposures vs occupational exposures, and relationships between internal measures of these chemicals and health outcome measures. Therefore, EPA believes that UNC is the only vendor qualified with the expertise capable of satisfying this requirement. The circumstance permitting "Other than Full and Open Competition" is FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements" at this time. The anticipated period of performance is 36 months. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement and provide itemized pricing that is sufficient to make a determination that competition is feasible.
