Overview The Advanced Manufacturing Branch (AMB) of the NASA Goddard Space Flight Center (NASA/GSFC) has deployed a relational database to integrate many aspects of manufacturing and business management. RADIUS (Research and Development Information Utilization System) is a client/server application written in the 4th Dimension programming language from 4D, Inc. (formerly ACI US) of San Jose, California. The application is currently running on 4D Server 2003.X with approximately 75 users. RADIUS includes integrated modules for the creation of task tracking records, estimation of costs and delivery, process control and quality documentation, man-hours expended per task and metrology. The application also has related modules for procurement requests and ordering, materials and supply inventories, tool crib inventory and tool checkout. All modules of the system include user accessible querying and reporting capability as well as several predefined reports. Description NASA/GSFC/Applied Engineering and Technology Directorate/Mechanical Systems Division/ Advanced Manufacturing Branch's (AMB) Request for Information. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION, OR INVITATION FOR BID NOTICE. NASA/GSFC is seeking contractors with detailed knowledge and experience in the 4D programming language, especially those with experience working with existing systems. In collaboration with the AMB's current project development team, contractors will help facilitate several additions and upgrades to the system, including: - Upgrade to 4D Server 2004 and adapt the system to take advantage of any upgraded capabilities. Further adaptation may be necessary as subsequent software version upgrades become available. - Use 4D's current web server capabilities to allow customer interaction with various modules within the database. - Streamlining and optimization of existing code which will include extensive code level documentation. - Develop a User's manual and help screens. - Develop and implement new capabilities to interface directly, via wired or wireless networks, with the control systems of numerically controlled machine tools. All staff supporting the activities described above will be located at NASA Goddard Space Flight Center, Greenbelt, Maryland. An ombudsman has been appointed - See NASA Specific Note "B". This Request for Information (also called Sources Sought Synopsis or pre-solicitation synopsis) is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. Respondents will not be notified of the results. This notice is issued by the NASA/GSFC to post a request for information to solicit responses from interested parties. This document is for information and planning purposes and to allow industries the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition. All responsible sources may submit a response which shall be considered by the Agency. Interested organizations may submit their capabilities and qualifications to perform the effort in writing via fax, e-mail, or mail to: NASA/GSFC, ATTN: Suzanne Sierra-Bodmer, Code 210.3, Building 11, Room S215F, 8800 Greenbelt Road, Greenbelt, MD 20771 not later than 4:30 p.m. EST local time on February 22, 2007. Responses will be used to determine if the anticipated solicitation will be a small business set-aside. See Note 1. The NAICS code and Size Standard are 541511 and $23.0 million, respectively.
