Description
The NASA/SSC Acquisition Management Office intends to issue a sole source, firm fixed price purchase order to the Ocean Remote Sensing Group at the Johns Hopkins University Applied Physics Laboratory (APL) for Support for the Expansion of Coastal Applied and Basic Research Activities in the NASA Science and Technology Division (STD) at Stennis Space Center. The following work is included under this requirement: Data Analysis - process and analyze remotely sensed and in situ optical data of river-dominated coastal margins, Project planning - planning of new project efforts, ranging from informal brainstorming through development of request-for-proposals and/or proposal responses, Technology reviews - reviews of technology components and prototypes for elements critical to project success, interfacing with technology developers and other holders of intellectual property to ensure valid testing and evaluation methodologies, Project development - facilitating the development of partnerships between the STD and other organizations, Publishing results - participating in the dissemination of project results through the writing of scientific manuscripts and presentation at science conferences, and Visits to SSC for meetings and work. Experience is necessary in the use of remote sensing of river-dominated coastal margins, physical science professional publications, remote sensing and in situ measurement of Colored Dissolved Organic Matter (CDOM), and NASA?s Earth Science research and application programs. The estimated period of performance or lead-time for delivery for this effort is one (1) year. The Johns Hopkins University, Applied Physics Laboratory is the only known vendor that can provide these services. There will be only one award made for this requirement. This is a sole source commercial acquisition under the authority of FAR Parts 6.302-1 and 12. The Government believes only one responsible source can provide the services that will satisfy the Agency's requirements. This notice of intent is not a Request for Quotation (RFQ) for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort, in writing, to the identified point of contact not later than 3:00 p.m. (local time) on 2/21/2007. Submissions will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. This acquisition is anticipated to be issued as unrestricted. The NAICS Code and Size Standard are 541990 and $6.5 Mil respectively. The DPAS Rating for this procurement is DO-C9. FOB is destination. It is anticipated that Solicitation No. NNS07184906Q will be issued to The Johns Hopkins University, Applied Physics Laboratory on or about 2/23/2007 with their response due NLT 3:00 p.m. 3/5/2007.
