- The Defense Threat Reduction Agency (DTRA) intends to issue a sole source, cost-plus-fixed fee contract to Auburn University, Auburn, AL, for Quantum Chemical Modeling of Chemical Warfare Materials. Auburn University has been determined to be the only responsible source to fulfill this requirement. DTRA has a vital interest in determining chemical species present in chemical weapons (CW) facilities that have been attacked by an agent defeat (AD) weapon. Since these facilities are expected to be in denied areas, the ability to determine those chemical species must be accomplished at some distance. This effort, entitled, Quantum Chemical Modeling of Chemical Warfare Materials, is to identify which chemical species will be created and released during the attack on specified chemical weapons materials (CWMs). It is desirable to determine the products of combustion and/or pyrolysis reactions as a function of the temperatures that are realized by use of various weapons. It is especially important to identify temperature ranges that result in the production of reaction products that minimize toxic hazards. Both experimental and theoretical techniques are available for the determination of reaction products and for the identification of optimum temperature ranges. Cost mitigation while performing the Quantum Chemical Modeling of CWMs is also an important objective of this effort. Duration of performance is a 12 month basic effort and two successive 12 month options. The successful contractor will require access to classified information at the SECRET level. In regards to note 22, the DTRA Contracting Office recommends interested parties submit White Papers, not-to-exceed five (5) pages, vice submitting a proposal for the Government to consider in determining whether to conduct a competitive procurement for this requirement.
