- THIS IS NOT A SOLICITATION. THIS IS NOT A REQUEST FOR PROPOSAL (RFP), INVITATION FOR BID (IFB), REQUEST FOR QUOTES (RFQ), REQUEST FOR APPLICATION (RFA) OR AN ANNOUNCEMNT OF A SOLICITATION AND DOES NOT ASSUME THE GOVERNMENT WILL AWARD A CONTRACT OR PROCEED WITH ANY OF THE ABOVE SOLICITATIONS IN THE NEAR FUTURE. THIS NOTICE IS ONLY FOR MARKET RESEARCH PURPOSES. This is a sources sought notice to determine the availability of potential small businesses (e.g., 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and women-owned small business) that can manage and administer large-scale, national level data collection and analysis efforts for the Head Start Program Enhancement Research (HSPER). HSPER will be conducted across 84 nationally representative grantee/delegate agencies. The project will involve randomly assigning over 200 Head Start classrooms with approximately 30 children per classroom to either receive training in a specific social-emotional intervention or to the standard Head Start classroom program. Data collection would begin in the fall of 2009 and is scheduled to continue through the spring of 2012, following the children until the spring of their kindergarten year. The purpose of this contract is to conduct the implementation and evaluation of up to four different social-emotional interventions within the Head Start population. This contract will require the Contractor to effectively train Head Start centers to implement the specific social-emotional program and provide appropriate technical assistance throughout the project. In addition, the Contractor will be required to collect data from participating Head Start classrooms, teachers, children and their families. This contract will require data collection from (1) the Head Start centers and classrooms; (2) the children?s teachers; (3) parents; and (4) direct, face-to-face assessments and interviews with children. Data collection must be completed in the Head Start centers and classrooms within two months of the initiation of the training in the social-emotional program in the fall of 2009 (baseline center data) and again in the fall of 2010 (implementation and fidelity data). Data collection must be completed with the parents and children within two-month periods in fall 2010 (baseline child and family data), spring 2011 (one-year follow-up), and spring 2012 (two-year follow-up). The minimum contractor requirements are: (1) Institutional experience in management of large, geographically dispersed multi-site research and/or program evaluation studies of Head Start and/or comprehensive pre-kindergarten or social services programs for low-income children; (2) Demonstrated experience and capability to conduct large-scale data collection within tight timeframes involving parent and teacher interviews, direct observations of classrooms, and direct assessments of school-aged children?s cognitive, social and physical functioning, including assessments with children from a wide range of ethnic, cultural and linguistic populations; (3) Demonstrated experience with national-scale research utilizing group-randomized trial designs, sampling, and appropriate analyses in national evaluations of programs or social service settings; (4) Institutional capability and expertise in state-of-the-art statistical methodology, including psychometric analysis, growth curve analysis and hierarchical modeling, as well as expertise with statistical and methodological issues inherent in large, nationally representative, randomized control trials; (5) Experience and expertise in the use and development of assessments of low-income children?s cognitive, social, and psychological functioning, as well as health, including expertise in psychometric principles and analysis; (6) Experience in efficiently managing the range of tasks related to the training and management of field staff located in all regions of the U.S., and the data collection and quality control activities associated with multi-site studies of similar programs; (7) Experience conducting on-site research in social service settings, training and technical assistance, on-site interviews working in partnership with intervention developers and program staff and parents; (8) Adequate computer/statistical resources and the institutional capability to process and analyze a large volume of assessment and interview data, including capacity to input data, clean data and conduct quality control checks; and (9) Evidence of writing reports for both a research and policy making audience and report preparation.
