- NOTICE OF PROPOSED CONTRACT ACTION. It is the Government's intent to negotiate a FAR Part 15 award on a sole source basis with Lockheed Martin Tactical Systems (LMTS), to conduct an exercise to demonstrate the Air Sovereignty Operation Center (ASOC)/Regional Coordination Center (RCC) capabilities to Central America (CENTAM). The exercise will be a concept demonstration that enables Partner Nations to witness the benefits of multinational operations and understand that regional air domain security can only be achieved through cooperative efforts. This effort will provide the personnel, facilities, systems, training, and simulation capabilities required to conduct a multi-national air defense exercise for up to 10 teams of foreign nationals (maximum of 30 work stations utilized). Only the incumbent contractor, LMTS, can maintain the ASOC software as the application source code is proprietary. Statutory authority is 10 USC 2304 (c)(1) as implemented by FAR 6.302-1(a)(2)(i): "only one responsible source". An ESC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract. This notice of intent is not a request for competitive proposals and is posted for 15 days. Any response to this notice must show clear and convincing evidence that competition of this extension period would be advantageous to the Government. A determination by the Government not to compete this contract extension period based on this notice is solely within the discretion of the Government.
