- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. STATEMENT OF WORK(SOW) REPLACE CD-HAWK ICS SYSTEM 1. SCOPE OF WORK. The Pease central heat plant is made up of 3 each high temperature hot water boilers. Each boiler has a flame guard control system. In 2004 one of the three systems were replaced and Civil Engineering is looking to replace the other two c ontrol systems this year. Currently the old systems are still functioning however because of the age they are now obsolete and can no longer be repaired. The system is made up of components no longer attainable. In the event a system goes down it could tak e 10 weeks to replace which would mean the loss of one of the 3 boilers. In extreme cold temperatures this would effect every facility on base with cooler than normal temperatures. Replacing the second system will bring us closer to 100% reliability of the se controls during the heating season. 2. DESCRIPTION OF WORK. The work consists of furnishing all plant, labor, materials, and transportation for a complete and functional replacement of the existing CB-Hawk ICS heat plant boiler operating system. The work would need to take place while the he at plant is in operation allowing the remaining two boilers to function at 100% not to affect the base mission. Work will include the following: 2.1. Remove obsolete CB-Hawk ICS operating system. 2.2. Install new CB-Hawk ICS (intermediate system package) operating system. 3. SPECIFICATIONS. The Intermediate system package shall include a NEMA 1 control cabinet for items 3.1.2 through 3.1.12. 3.1. NEMA 1 Cabinet to include: 3.1.1. Programmable logic control (PLC) system. 3.1.2. CB-780 burner management control. 3.1.3. 10 Ethernet touch screen, provides color screen and graphic imaging of boiler system. 3.1.4. Device net communication which allows communication between the boilers devices. 3.1.5. Burner firing rate/modulation control. 3.1.6. Thermal shock protection with low fire hold and minimum temperature control. 3.1.7. Remote modulation control. 3.1.8. Water temperature transmitter and monitoring. 3.1.9. Alarm and diagnostics screens in plain text. 3.1.10. Two boiler lead-lag capabilities. 3.1.11. Water (shell) temperature transmitter and monitoring. 3.1.12. Factory electrical prints (updated at completion) 3.2. Functions Provided by the CB-Hawk ICS Operating System. 3.2.1. Auto sequencing of the boiler through standby, pre-purge, pilot flame establishing period, main flame establishing period, run and post purge. 3.2.2. Flame proving and lockout on flame failure during pilot flame proving, main flame proving, or run. 3.2.3. Low fire damper/valve position for flame ignition trials. 3.2.4. Full modulation control of fuel and combustion air. 3.2.5. Utilize solid state controls and sensors to provide various control functions, such as: 3.2.5.1. On/Off and modulating control. 3.2.5.2. Modulating control algorithm shall be proportional-integral-derivative (PID) type. 3.2.5.3. Thermal shock protection based on water temperature and boiler set point. 3.2.5.4. Various high and low limit alarms and shutdown. 3.2.6. Touch Screen operator interface and monitoring: 3.2.6.1. Manual control of the boiler-firing rate utilizing control screens on the HMI to increment and decrement the firing rate. 3.2.6.2. On screen indication of burner management controller status and diagnostics. 3.2.6.3. On screen real-time display of all connected process parameters. 3.2.6.4. On screen display of system alarms and faults. 3.2.6.5. On screen history of alarms and faults. 3.2.6.6. On screen recommendation for troubles hooting fault conditions. 3.2.6.7. Alarm/Fault history 3.2.6.8. Tamper resistant control logic and password protection. 3.2.6.9. Boiler efficiency calculation. 3.2.6.10. Remote modulation or firing rate set point control. 3.2.6.11. Assured low fire cut-off (ALFCO) 3.2.6.12. Assured start permissive safety interlocking. 3.2.6.13. Oxygen level input from your existing Cleaver-Brooks 02 Trim. 3.2.6.14. Supply Voltage 120 VAC (+10%/-15%) 50 or 60 Hz. 3.2.6.15. Maximum total connected load: 2000 VA 3.2.6.16. Operating temperature limits: 32 to 130 degrees. 3.2.6.17. 85% RH continuous, non-condensing, humidity 0.5G continuous vibrations. 3.3. Training 3.3.1. Contractor shall train the customers operating personnel regarding all proposed equipment including set up, adjustment and operation of the ICS system. All training will be performed at the customers facility. 4. SPECIAL PROVISIONS. The contractor shall perform the following each workday. 4.1. Clean-up as they go along removing all debris and haul away off base. 4.2. Upon completion of each day, remove construction materials, tools, debris, and then restore the area disturbed by the work to original condition when started under this contract. 4.3. COMMENCEMENT, PROSECUTION, AND COMPLEITON OF WORK. 4.3.1. The Government shall be required to commence work under this contract within 30 calendar days after the date the contractor receives notice to proceed, prosecute the work diligently and complete the entire work ready for use not later than 2 calenda r days after the required commencement of work. 4.3.2. The Government will coordinate work with facility occupants and contractors. Doorways must be left secured by the end of each workday. 4.3.3. Parts of the facility will be used for storage of materials and occasional personnel processing during the performance of work under this contract. For this reason, confine construction activities to the area designated by the Contracting Officer an d prevent infiltration of dust and debris to other areas. 5. GOVERNMENT PERFORMED WORK. 5.1. The Contracting Officer will establish the boundary of Contractors work area including staging area, and the Government will limit its activities inside the work area to a minimum during the time the Contractor is at work. 6. PERFORMANCE PERIOD. 6.1. Construction workdays can be the same as the Pease Workday which is 7:30 AM to 4:30 PM Monday through Friday excluding Federal Holidays. 7. CONTACTS. 7.1.
