- (i) This is a combined synopsis/solicitation for commercial services prepared in accordance with Federal Acquisition Regulation (FAR) 12.6, and supplemental information included in this notice. This announcement constitutes the only solicitation; qu otations are being requested and a written solicitation will not be issued. (ii) The reference number for this effort is W912ES-07-T-0030 and the solicitation is issued as a request for quotation (RFQ). (iii) The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) and D efense Federal Acquisition Regulations supplement (DFARs) can be accessed on the Internet at http://farsite.hill.af.mil (iv) This solicitation is set-aside 100% for small business concerns. The associated NAICS code is 561210 and the small business size standard is 32.5 million dollars. (v) This requirement consists of 6 line items (0001 Fee Collection at Blackhawk Park, DeSoto, WI May 2, 2007 through October 14, 2007; 0002 $5000.00 Bond for 2007; 0003 Option Year 1 Fee Collection at Blackhawk Park DeS oto, WI May 7, 2008 through October 19, 2008; 0004 $5000.00 bond for 2008; 0005 Option Year Fee Collection at Blackhawk Part DeSoto, WI May 6, 2009 October 18th, 2009; 0006 $5000.00 bond for 2009). Information is available as Addendum I Pricing Sheet. (vi) Work to be completed under this purchase order will consist of the following: The contractor will collect camping fees and other park user fees using a computerized fee collection program, conduct entrance station cleaning, assist campers with site selection, and answer visitor questions. A detailed description of the line items is available as Addendum II, Scope of Work. (vii) Deliverables and acceptance of deliverables will be FOB destination, DeSoto, WI. The completion date for the service is 1 4 October 07. (viii) The provision at 52.212-1, Instructions to Offerors Commercial, applies to this solicitation. (ix) The provision at 52.212-2, Evaluation Commercial Items, applies to this solicitation. The following text is added to Paragraph (a) of FAR 52.212-2: (EvaluationCommercial Items). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1) Past Performance/Experience 2) Price. Past performance/Experience, when combined, are significantly more important than price. Additional guidance on price is provided under provisi on 52.212-1 section (g). The Government will conduct a paired comparison for each quotation, weighing Past Performance/ Experience against price in order to determine the best value source: (A) If one quotation is better in terms of Past Performance/Exper ience and has the lower price, then it will be considered the best value. (B) If one quotation is better in terms of Past Performance/ Experience but has the higher price, then the Government will determine whether the differences in the nonprice factors a re worth the difference in price. The quote with the Best Value is the one that, in light of both Past Performance/Experience and Total Price, gives the Government the best bang for its buck. Accordingly, the Government reserves the right to issue an ord er to other than the lowest priced quote. (x) The provision at 52.212-3 Alt. I, Offeror Representations and Certifications Commercial Items applies to this solicitation. The contractor shall return a completed copy of these provisions with its quotation. Army regulations require contractors who collect fees to be fully bonded to protect the Government against theft, misappropriation, or loss of Government funds under control of the contractors. One week prior to the start of work, the contractor is required to furnish to the Contracting Officer proof of a bond in the amount of $5,000.00. The contractor may furnish a CD, certified or cashiers check, bank draft, post office mon ey order, or currency equal to the amount aforementioned in place of a bond.
