- The US Army Medical Research Acquisition Activity proposes to make an award to Gartner, Inc., 56 Top Gallant Rd., Stamford, CT 06902, on a sole source basis, for a membership to the EXP Premier subscription. This membership includes researh reports, Talking Technology Audio Program, Gartner Symposia, regional roundtables, spotlights that reflect current issues and consider these issues from different perspectives and tie together research from all the Core Research Deliverables, special reports, resea rch notes, perspectives/research briefs, executive summaries and access to Standard Analyst Inquiry as required for business purposes. The authority cited is FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Req uirements. The reason this authority is cited is that no other source, other than Gartner, Inc., provides an integrated offering of peer networking and research programs. It is a unique program that enables client organizations to address their strategic a nd tactical issues more effectively, extend limited staff resources, and solve difficult problems more easily. To ensure that the appropriate CIO peer networking program is selected, a number of prerequisites must be met. First, any company offering CIO pe er networking and research must be able to augment the core dedicated research team with a sufficient number of qualified supporting individuals averaging at least 15 years industry experience to follow the information technology function's subtleties and intricacies in a manner necessary to provide a broad enough perspective for best advice and insight. The provider must have a well-established and recognized research network with a global presence in at least 50 countries. The provider must have a detaile d, finely-tuned, and proven research process and methodology. The provider must have a high level overview of industry accepted ratings for companies, trends, and technology. They must have accepted industry tracking of emerging technologies, including obj ective research, advisory and consulting with specific IT vertical dedicated to the federal government marketplace. The research must demonstrate depth, breadth, and content which goes beyond best practices summaries and overviews. The company must offer a program that is completely objective. No research should be done on a 'sponsored' basis which could potentially corrupt independent perspectives. The period of performance would be a base period of 12 months and four 12 month option periods. This notice i s not a request for competitive proposal. Any response to this notice should be a capabilities statement, in writing, and submitted to the Government. The capabilities statement must show clear and convincing evidence that another source is capable of meet ing the Government's requirements and that competition of the requirement would be advantageous to the Government.
